As the power and scope of the European Union moves further, beyond traditional forms of international cooperation between sovereign states, it is important to analyse how these developments are impacting upon national institutions and processes of democratic representation and legitimacy in the member countries. The authors in this book identifyfour core processes of democratic governance present in any democratic political system that link societal and state processes of decision-making: opinion formation, interestintermediation, national executive decision-making and national parliamentary scrutiny. From a normative perspective they discuss what impacts this process of Europeanizationhas on democracy in the evolving system. They conclude that more changes are seen within the state-centric than in the societal-centred processes of democracy, thus thepublic seems to have been 'left behind? in the process of constructing Europe. The empirical research and normative discussion presented in this book are designed to further our knowledge concerning the Europeanization of social and state processes of democracy and to contribute to the continuing dialogue on democracy in the EuropeanUnion. This book will be of great interest to academics and researchers of political science, public policy and international relations, as well as those interested in European studies andcomparative politics.

European politics has been reshaped in recent decades by a dual process of centralization and decentralization. At the same time that authority in many policy areas has shifted to the suprantional level of the European Union, so national governments have given subnational regions within countries more say over the lives of their citizens. At the forefront of scholars who characterize this dual process as Omulti-level governance,OLiesbet Hooghe and Gary Marks argue that its emergence in the second half of the twentieth century is a watershed in the political development of Europe. Hooghe and Marks explain why multi-level governance has taken place and how it shapes conflict in national and European political arenas. Drawing on a rich body of original research, the book is at the same time written in a clear and accessible style for undergraduates and non-experts.

The research presented in this book based on new primary data demonstrates that in terms of civil society actors adapting to the European political space the Europeanization process has an uneven development. This innovative book integrates top-down approaches for the study of relationships within the developing EU-multilevel system (i.e., the consequences of Europeanization for civil society at the local level) and bottom-up approaches (i.e., the consequences of civil society for the process of European integration and democracy in the EU). The contributors argue that exploration of these recursive linkages requires a rethinking of the relationships between (local, national, and trans-national) civil society on the one hand, and multi-level governance on the other. In analyzing the opportunities for civil society associations to contribute to European integration and decision-making from various perspectives, the following findings are presented, amongst others: engagement with and confidence in the EU (compared to national institutions) is relatively weak among associational members party elites play a key gatekeeper role in the European space the EU and interest groups have had limited success in stimulating the development of citizen engagement, civil society and social capital in various countries. In the rapidly expanding field of research on democratic decision-making in Europe, this book will be welcomed by academics and scholars alike at postgraduate levels and above. Experts working in the field of European decision-making (such as lawyers and lobbyists) who are looking for conclusions based on high-quality empirical research will also find much in this book to engage them.

Considering the future of European integration, this clear and compelling study explores the interplay between collective action and democracy in the European Union. Richard Balme and Didier Chabanet convincingly show that as support for broadening and deepening integration has waned, contentious and powerful social movements have flourished. The authors analyze the relationship among interest group politics, social movements, and public policy at the EU level though a wealth of case studies on regional policy, unemployment and poverty, women's rights, migration policy, and environmental protection. An essential primer on European democracy, this study will be invaluable for scholars and students in European politics and public policy, globalization and democracy, and comparative social movements.

Today’s Europe is marked by an amazing pace of integration. The European Union now consists of twenty five member states, however there is confusion and disagreement about its future design. Making The European Polity investigates how the European Union should develop and organize itself and offers a reflexive approach to integration based on the theory of communicative action. It conceives of the EU as a law based supranational polity lacking the identity of a people as well as the coercive means of a state and argues that it is a polity with an organized capacity to act, but no sole apex of authority. Making an important contribution to the theoretical discussions on the EU, these contributors explore a range of issues including legitimacy, post-national democracy and integration and provide in-depth analyses of social and tax policy, foreign policy, identity formation, the reform process and the constitutional effects of enlargement. This book will appeal to all political scientists and particularly to students and researchers of European Politics.

This book approaches the notion of good governance from three different angles. First it establishes whether it is a meaningful notion at all by taking a closer look at the parameters of good governance. Secondly, the authors look at the institutional translation of the criteria of good governance. In a third dimension, the concept may be analysed in relation to a number of substantive issues.

This insightful book provides an original and thought-provoking analysis of the widening gap between democracy-in-principle and governance-in-practice as economic globalization transforms our world. Nowhere is the deepening dilemma more evident than in the European Union. This book examines the contemporary breakdown and transformation of the democratic welfare state in Europe and draws fascinating contrasts with North America. In a cohesive and insightful collection of essays, a group of distinguished political scientists debates the implications of these trends both for theory and for policy.
