The Challenges of Intra-Party Democracy provides a comprehensive examination of both the concept and the practice of intra-party democracy (IPD). Acknowledging that IPD is now widely viewed, among both democratic practitioners and scholars, as a normative good, this volume suggests that there is no single, or uniformly preferred, form of IPD. Rather, each party's version of IPD results from a series of choices they make relating to the organization and division of power internally. These decisions reflect many variables including a party's democratic ethos, its electoral context, state regulation and whether or not it is in government. Individual chapters examine the relationship between party models and IPD, the decline in party membership and activism, the role of the state in regulating party democracy, issues relating to gender and party organization, norms of candidate and leadership recruitment and selection, party policy development and party finance. The analysis considers the principal issues that parties (and the state) must consider relating to IPD in each area of party activity, the range of options open to them, current trends in terms of paths chosen, what these choices tell us about parties and, most importantly, what the implications of these choices are. In doing so, we offer a common language and set of questions relating to IPD that enhance the ability for consistent evaluation of the state of internal party democracy. Through thorough analysis of associated costs and benefits, we also provide a framework to assist with considerations of IPD reforms — particularly in terms of their scope, the range of options available and their implications. This GSoD In Focus Special Brief provides an overview of the state of democracy of Latin America and the Caribbean at the end of 2019, prior to the outbreak of the pandemic, and assesses some of the preliminary impacts that the pandemic has had on democracy in the region in 2020. Key findings include: · Democratically, the region was ailing prior to the pandemic, with some countries suffering from democratic erosion or backsliding, others from democratic fragility and weakness. Overall, trust in democracy had been in steady decline in the decade preceding the pandemic. Citizen discontent has culminated in a protest wave hitting several countries in the region at the end of 2019. · The COVID-19 pandemic has hit a Latin American and Caribbean region plagued by unresolved structural problems of high crime and violence, political fragmentation and polarization, high poverty and inequality, corruption, and weak states. · Long-overdue political and socio-economic reforms have compounded the health and economic crises caused by the pandemic. This, coupled with heavy-handed approaches to curb the virus, risk further entrenching or exacerbating the concerning democratic trends observed in the region prior to the COVID-19 outbreak. · The challenges to democracy Latin America and the Caribbean during the pandemic include: the postponement of elections; excessive use of police force to enforce restrictions implemented to curb the pandemic; use of the military to carry out civil tasks; persistent crime and violence; new dangers for the right to privacy; increases in gender inequality and domestic violence; new risks posed to vulnerable groups; limited access to justice; restrictions on freedom of expression; executive overreach; reduced parliamentary oversight; political polarization and clashes between democratic institutions; new openings for corruption; and a discontented socially mobilized citizenry that rejects traditional forms of political representation. · Despite the challenges, the crisis ultimately provides a historic opportunity to redefine the terms of social contracts across the region, and for governments to think innovatively about how to open up spaces for dialogue and civic participation in order to build more inclusive, sustainable and interconnected societies, as well as more accountable, transparent and efficient democratic systems of government. The review of the state of democracy during the COVID-19 pandemic in 2020 uses qualitative analysis and data of events and trends in the region collected through International IDEA’s Global Monitor of COVID-19’s Impact on Democracy and Human Rights, an initiative co-funded by the European Union.

As people become more mobile around the world, the nature of citizenship, and all its attendant rights, has become the object of intense scrutiny. And, as we know, democracies forcefully and coercively exclude those whom they believe do not belong on their territory or among their constituency. In Democracy and Exclusion, Patti Tamara Lenard looks at how and when democracies exclude both citizens and noncitizens from territory and from membership to determine if and when there are instances when such exclusion is justified. To make her case, Lenard draws on the all-subjected principle, or the idea that all those who are the subject of law--that is, those who are required to abide by the law and who are subject to coercion if they do not do so voluntarily--should have a say in what the law is. If we assess who is subjected to the power of a state at any particular moment, and especially over time, we can see who ought to be treated as a member and therefore be granted citizenship or the right to stay. With an in-depth look at instances in which democratic states have expanded or adopted policies that permit the exclusion of citizens--including denationalization, stateless peoples, labor migrants, returning foreign fighters, and LGBTQ+ refugee resettlement--Lenard argues that admission to territory and membership is either favored by, or required by, democratic justice. Democracy and Exclusion makes a powerful case that subjection to the power of a state, without proper protection from exclusion, is a violation of democratic principle.
