Kemudian apa yang harus dilakukan untuk mengevaluasi bekerjanya sistem dan memberikan umpan balik perbaikan. Demokratisasi di Indonesia mempunyai persoalan dalam pelembagaan nilai-nilai demokrasi. Tercatat sedikitnya ada 4 aspek yang krusial dan membutuhkan perhatian serius yaitu. 1) aspek desain kelembagaan dari sistem politik yang mengabaikan kebutuhan dan kecenderungan budaya politik yang ada. 2) aspek perbaikan performa partai politik yang kinerjanya terukur dan mempunyai party rooting yang semakin mapan. 3) sistem pemilu yang tidak disusun secara sistematis, logis dan taat asas. 4) susunan kedudukan di pemerintahan dimana unsur kinerja optimal dari eksekutif dan legislatif bisa dikenali dari hasil legislasi yang kredibel . Buku ini menawarkan rumusan untuk menjawab catatan diatas dengan melakukan perbandingan terhadap negara-negara di Eropa, Amerika Latin dan Asia yang lain. Memberikan dasar perhitungan matematika dalam sistem pemilu dan metode desain kelembagaan bagi penataan struktur dan optimalisasi kinerja lembaga-lembaga demokrasi.

Are political parties the weak link in Indonesia's young democracy? More pointedly, do they form a giant cartel to suck patronage resources from the state? Indonesian commentators almost invariably brand the country's parties as corrupt, self-absorbed, and elitist, while most scholars argue that they are poorly institutionalized. This book tests such assertions by providing unprecedented and fine-grained analysis of the inner workings of Indonesian parties, and by comparing them to their equivalents in other new democracies around the world. Contrary to much of the existing scholarship, the book finds that Indonesian parties are reasonably well institutionalized if compared to their counterparts in Latin America, Eastern Europe, and other parts of Asia. There is also little evidence that Indonesian parties are cartelized. But there is a significant flaw in the design of Indonesia's party system: while most new democracies provide state funding to parties, Indonesia has opted to deny central party boards any meaningful subsidies. As a result, Indonesian parties face severe difficulties in financing their operations, leading them to launch predatory attacks on state resources and making them vulnerable to manipulation by oligarchic interests.

Democracy for Sale is an on-the-ground account of Indonesian democracy, analyzing its election campaigns and behind-the-scenes machinations. Edward Aspinall and Ward Berenschot assess the informal networks and political strategies that shape access to power and privilege in the messy political environment of contemporary Indonesia. In post-Suharto Indonesian politics the exchange of patronage for political support is commonplace. Clientelism, argue the authors, saturates the political system, and in Democracy for Sale they reveal the everyday practices of vote buying, influence peddling, manipulating government programs, and skimming money from government projects. In doing so, Aspinall and Berenschot advance three major arguments. The first argument points toward the role of religion, kinship, and other identities in Indonesian clientelism. The second explains how and why Indonesia's distinctive system of free-wheeling clientelism came into being. And the third argument addresses variation in the patterns and intensity of clientelism. Through these arguments and with comparative leverage from political practices in India and Argentina, Democracy for Sale provides compelling evidence of the importance of informal networks and relationships rather than formal parties and institutions in contemporary Indonesia.
