The book begins with the sums of independent random variables and vectors, with maximal inequalities and sharp estimates on moments, which are later used to develop and interpret decoupling inequalities. Decoupling is first introduced as it applies to randomly stopped processes and unbiased estimation. The authors then proceed with the theory of decoupling in full generality, paying special attention to comparison and interplay between martingale and decoupling theory, and to applications. These include limit theorems, moment and exponential inequalities for martingales and more general dependence structures, biostatistical implications, and moment convergence in Anscombe's theorem and Wald's equation for U--statistics. Addressed to researchers in probability and statistics and to graduates, the expositon is at the level of a second graduate probability course, with a good portion of the material fit for use in a first year course.

Some less developed countries, in expanding their education systems, have emulated Western academic-style systems and have increased their dependence on Western models in various respects including examination validation. Debate about the concept of virtue is a persistent theme in academic discourse. One strand of thinking attempts to examine and reconstruct ethical theories with the aim of formulating a new morality or ethics. A second strand of thought, more strongly represented in this work, attempts to explore the social and political world deploying the concept of virtue. Thus, this volume crosses the established borders of academic disciplines in order to provide a richer and more comprehensive understanding of the place of virtues in contemporary western societies.The editors hold that the dominating virtue of our culture and society is the virtue of independence. Yet independence, or individual autonomy, is contingent upon a diverse, and so far ill-understood, set of cultural, biological, economic, ethical, and political practices. The idea of individuality is in other words supervening on a web of formal and informal relations. This volume therefore attempts to improve our understanding of the prevailing ethos of independence as well as of the mechanisms and practices sustaining it.Virtues are examined in specific contexts. Authors explore what we can learn about our dependence on virtues from the archaic Greek culture. They examine the relevance of virtue-ethics to the understanding of day-to-day practices. And they look at the place of virtues in understanding the norms of independence and liberty. This book has been in the making since my days at Ahmadu Bello University Zaria, in the Faculty of Education. I had always wanted to produce a book that is small and easy enough to read and yet succinct to meet the needs of the undergraduate or graduate students in Education who are preparing for their sessional exams! The book has undergone considerable revisions to meet that target goal. In part these revisions have been necessitated by the geometric increase in our knowledge of general psychology, as well as science, in the last two decades. This is to say nothing of the psychology of learning. The increase in our knowledge- base has further been doubled by the new technology of the Internet. Some have even argued that, the availability of the Internet has rendered the publishing of such books redundant. However, I’m convinced that books would continue to play a central role in our lives for the foreseeable future. I had wanted to include most of the material that psychologists subsume under the heading of learning. I have tried to include important topics as well as new developments in the field that I believe an undergraduate student will find useful. This book argues that explaining judicial independence-considered the fundamental question of comparative law and politics-requires a perspective that spans the democracy/autocracy divide. Rather than seeking separate explanations in each regime context, in The Political Foundations of Judicial Independence in Dictatorship and Democracy, Brad Epperly argues that political competition is a salient factor in determining levels of de facto judicial independence across regime type, and in autocracies a factor of far greater import. This is because a full " account of independence requires looking not only at the likelihood those in power might lose elections but also the variable risks associated with such an outcome, risks that are far higher for autocrats. First demonstrating that courts can and do provide insurance to former leaders, he then shows via exhaustive cross-national analyses that competition's effects are far higher in autocratic regimes, providing the first evidence for the causal nature of the relationship. Epperly argues that these findings differ from existing case study research because in democratic regimes, a lack of political competition means incumbents target the de jure independence of courts. This argument is illustrated via in-depth case study of the Hungarian Constitutional Court after the country's 2010 " and then tested globally. Blending formal theory, observational and instrumental variables models, and elite interviews of leading Hungarian legal scholars and judges, Epperly offers a new framework for understanding judicial independence that integrates explanations of both de jure and de facto independence in both democratic and autocratic regimes.
