Wasser ist rar im Nahen Osten. Die knappe Ressource wird immer häufiger zum Gegenstand politischer Konflikte in der ohnehin instabilen Region. Der Konflikt zwischen Israel und Palästina gilt als eines der gravierendsten Beispiele für diese Entwicklung: Wasser als umkämpftes Menschenrecht, Wasser als strategisches Mittel der Besetzungspolitik und Wasser als Gegenstand langwieriger Verhandlungen. Der Wasserkonflikt ist so alt wie der Nahostkonflikt selbst. Sogar mit Beginn des Oslo-Prozesses 1993 hat es weder einen grundlegenden Wandel im Wasserkonflikt, noch in der Aussicht auf Veränderung der Wasserknappheit gegeben. Immerhin können die Palästinenser in der momentanen Situation ihre eigene Wasserversorgung dort selbst verwalten, wo es ihnen laut der Übereinkünfte erlaubt ist. Jedoch ist diese Freiheit eine sehr begrenzte und eine endgültige Klärung dieses Streitpunktes wurde, zusammen mit Jerusalem, den Flüchtlingen, den Siedlungen und der Staatsbildung auf die Endstatusverhandlungen verschoben. Chadi Bahouth, Absolvent des Otto-Suhr-Instituts der Freien Universität Berlin, untersucht in seiner Doktorarbeit die Gründe für die ungelöste Wasserfrage. Er analysiert die historische und rechtliche Chronologie des Konfliktes, bietet Lösungsvorschläge für die Wasserkrise an und erklärt, warum die Region dennoch für Generationen nicht zur Ruhe kommen wird.

Als eine der wasserärmsten Regionen der Welt wird die Lage im Nahen Osten immer mehr durch den Wassermangel aufgeheizt. Wasser findet als „blood flowing through the arteries of the nation“ vor allem in Israel und Palästina seine Entsprechung. Das semi-aride Klima in der Region zeichnet sich durch heiße, trockene Sommer und einer feuchten Winterzeit aus. Die Schwankungen der Niederschlagsmengen zwischen den regenreichen Winter- und den regenarmen Sommermonaten einerseits, und zwischen den unterdurchschnittlichen Jahresniederschlagsmengen andererseits, stellen für die Wasserversorgung der Länder einen erschwerenden Faktor dar. Dieser „chronische Wassermangel“ wird durch eine immer zunehmendere Bevölkerung verschärft und führte bereits in der Vergangenheit zu Kriegen. Eine Lösung des Wasserkonflikts muss im Interesse beider Länder sein. Doch mit Beginn des Oslo-Prozesses hat es keinen Wandel, noch Aussicht auf Veränderung der Wasserversteilung gegeben. Zwar haben die Palästinenser inzwischen das Recht, die Wasserversorgung in vereinbarten Gebieten selbst zu verwalten, doch ist diese Souveränität sehr begrenzt und eine endgültige Klärung dieses Streitpunkts wurde seitens Israels auf Endstatushandlungen verschoben. Angesichts dessen drängt sich die Frage auf, weshalb es nicht zu einer Lösung des Wasserkonflikts kommt, wenn beide Länder akut von dem Mangel betroffen sind? Der sozialkonstruktivistische Ansatz der Internationalen Beziehungen soll zur Beantwortung dieser Frage herangezogen werden. Er stellt Normen, Identitäten und Wertvorstellungen in den Mittelpunkt, auf deren Basis die Staaten miteinander agieren oder eben nicht, wenn diese Basis wegfällt. Wasser steht im gemeinsamen Interesse beider Länder, die sich aber aufgrund gegensätzlicher Werte und tiefer gehenden Konflikten verfeindet gegenüber stehen. Die zentrale Frage dieser Arbeit ist daher: Inwiefern kann der sozialkonstruktivistische Ansatz der IB das Ausbleiben einer kooperativen Lösung im Wasserkonflikt erklären? Im ersten Teil werden die Grundannahmen des Sozialkonstruktivismus vorgestellt und die ungleiche Wasserverteilung zwischen Israel und Palästina beleuchtet. Der zweite Teil befasst sich mit der Analyse ausgewählter Faktoren, welche die israelisch-palästinensische Beziehung prägen. Mit den daraus gefolgerten Schlüssen wird im dritten Teil die zentrale Fragestellung beantwortet.

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland.
