"In Latin America the state is the prime regulator, coordinator, and pace-setter of the entire national system, the apex of the pyramid from which patronage, wealth, power, and programs flow. The state bears responsibility for the realization of civic needs, providing goods and services to each citizen. Doing so requires the exercise and maintenance of social and political control. It is John Martz's contention that clientelism underlines the fundamental character of Latin American social and political life. As the modernizing bureaucratic state has developed in Latin America, there has been a concurrent shifting away from clientelistic relationships. Yet in one form or another, political clientelism still remains central.Clientelism occurs when large numbers of low-status individuals, such as those in the slums of rural and underdeveloped areas, are protected by a powerful patron who defends their interests in return for deference or material reward. In Colombia the rural patron has become a member of the higher clientelistic system as well; he is dependent on a patron who operates at the national level. This enables urban elites to mobilize low-status clients for such acts as mass demonstrations of political loyalty to the regime. Thus, traditional clientelism has been modified through the process of modernization.Part One of The Politics of Clientelism examines Colombian politics, focusing on the incarnation and traditional forms of clientelism. Part Two explores the policies of Colombian governance, from the administrations of Lleras Camargo through Julio Cesar Turbay Ayala. Part Three discusses the modernization and restructuring of Colombia in recent decades under Belisario Betancur, Virgilio Barco, and Cesar Gaviria.As the modernizing bureaucratic state has unfolded, there has been a similar shift in many clientelistic relationships. This book, first published in 2005, develops a comparative model of intergovernmental bargaining to account for variation in the capacity of federations in the developing world to undertake economic policy reform, suggesting that many market reform policies are a function of a constant process of bargaining between national and regional leaders struggling for political survival. As the degree of national-regional disagreement mounts, collective action on reforms that require implementation at multiple levels of government becomes more difficult. The degree to which the two factors conflict depends on four factors: the individual electoral interests, a shared intergovernmental fiscal system, the manner in which regional interests are represented in national policy making and the levers of partisan influence national leaders have over subnational politicians. In testing the argument with a combination of cross-sectional time-series and case study analysis, this book contributes to the broad literatures on development and the comparative political economy of federalism and decentralization.

Teodoro Petkoff and the other members of the Movimiento al Socialismo (MAS) in Venezuela had aroused the ire of the orthodox communist leaders by claiming to be both authentic communists and true nationalists, not bound by the dictates of either the Moscow or Maoist/Beijing wings of the party. To infuriate the traditionalists even further, Petkoff and his associates succeeded in being more than isolated critics, as MAS quickly eclipsed the traditional Venezuelan Communist Party and became that country's leading leftist group. The author places MAS in its international national, and historical contexts in order to determine the extent to which it is a unique communist party, as it claims to be. He traces the theory of "national democratic revolution, " which MAS rejects, back to Lenin, and discusses the Latin American left's reevaluation of that thesis. Ellner examines the guerrilla movement in Venezuela, the student movement of the late 1960s, and the emergence of the "New Left" in other countries, especially noting their influence on the formation of MAS. He also discusses the group's role in Venezuelan elections and it's relations with the other parties.
