Como deve ser também a compaixão pelas contorções da dor psíquica e física pelo infortúnio da vicissitude humana, particularmente em nossas terras. Todavia, as distorções entre o ver e o crer, o pensar e o agir, entre o código moral e a conduta social, entre a lei e observância da lei na vida em sociedade, sobretudo no cumprimento dos deveres cívicos e políticos entre governantes e governados, me parece uma transposição cultural desastrosa do barroco para os campos da política, da justiça, da moral e dos costumes, e que chamo de nosso resiliente barroquismo. E, se bem entendida, se abre como uma oportunidade única e objetiva de mudança para um país minimamente civilizado e razoável. A oportunidade de destorcer o Brasil como nos desfazer de suas torções, retorções, contorções e distorções. Este bom entendimento de um novo imaginário social para o país, por parte de verdadeiras elites, da alta cultura, e, sobretudo dos produtores de conteúdo da mídia, pode ser uma oportunidade de ouro para a superação de nossa barroquista encruzilhada civilizatória. This paper provides a detailed sequential analysis of the development of debt-creating financial flows to Brazil since the late 1960s. It first draws the important distinction between net and gross debt accumulation where the latter includes reserve accumulation. It then argues that it may be misleading to interpret the current account deficit as reflecting a net transfer of resources to a country or an excess of spending over income. The accumulation of debt prior to the first oil shock reflected, above all, a rapid accumulation of international reserves. However, due to the high growth of output and exports, debt indicators did not deteriorate. In the 1973-78 period the growth of debt, and above all net debt, accelerated. By 1977-78, however, the debt indicators had deteriorated considerably and interest payments now made up almost 50 percent of the current account deficit while trade deficits failed to shrink. The vulnerability to terms of trade and interest rate shocks had increased. Despite a rapid expansion of foreign debt, the net transfer of resources came to a halt. The trade surpluses were insufficient to cover interest payments, which incorporated a component of principal repayment due to the high nominal interest rates.
