Vietnamese food systems are undergoing rapid transformation, with important implications for human and environmental health and economic development. Poverty has decreased, and diet quality and undernutrition have improved significantly since the end of the Doi Moi reform period (1986-1993) as a result of Viet Nam opening its economy and increasing its regional and global trade. Yet poor diet quality is still contributing the triple burden of malnutrition, with 25 percent stunting among children under age 5, 26 percent and 29 percent of women and children, respectively, anemic, and 21 percent of adults overweight. Agricultural production systems have shifted from predominantly diverse smallholder systems to larger more commercialized and specialized systems, especially for crops, while the ‘meatification’ of the Vietnamese diet is generating serious trade-offs between improved nutrition and sustainability of the Vietnamese food systems. The food processing industry has developed rapidly, together with food imports, resulting in new and processed food products penetrating the food retail outlets, trending towards an increase in the Westernized consumption patterns that are shifting nutrition-related problems towards overweight and obesity and, with it, an increase of non-communicable disease-related health risks. While regulatory policies exist across the food system, these are not systematically implemented, making food safety a major concern for consumers and policy makers alike. Where data exists, it is not easy to aggregate with data from across food system dimensions, making it difficult for Viet Nam to make an informed analysis of current and potential food system trade-offs. In our research, we reviewed existing literature and data, and applied a food systems framework to develop an initial food systems profile for Viet Nam and to identify a comprehensive set a of research questions to fill current data gaps identified through the review. Insights on these would provide the comprehensive evidence needed to inform policy makers on how to develop new food systems policies for Viet Nam, and further refine and improve existing policies to achieve better quality diets and more sustainable food systems in Viet Nam. Based on these, we then engaged with stakeholders to develop research priorities in the Viet Nam context and identified 25 priority research questions. This paper aims to stimulate such reflections by clearly outlining key areas for research, government policy, and development programs on priority investment to build the evidence base around inclusive food systems interventions that aim to result in healthier diets and more sustainable food systems for Viet Nam

Concurrent with its rapid economic growth, Viet Nam has been experiencing a food systems transformation. Broad changes in the food environment have been a key part of this transition. While the availability of processed food is ubiquitous, the food environment continues to be largely dominated by micro, small, and medium enterprises (MSMEs). So, to build strategies to improve the availability and affordability of healthy foods, MSMEs are a key entry point. In this paper, we use primary survey data to separate key sources of variation in MSMEs’ organizational dimensions and business practices by type of outlet, rural-urban location, and gender of the owners. We focus on outcomes related to employment, food sources, business finance, good business practices, and nutrition knowledge and attitudes. We find limited differences in this set of outcomes in terms of whether an outlet is located in a rural, peri-urban, or urban area, or in terms of the gender of its owners. Instead, most of the variation in outcomes can be linked to the type of outlet, raising specific types of outlets as a key focus when seeking to foster the supply of healthier foods in the food environment.

The CGIAR Research Initiative on Sustainable Healthy Diets through Food Systems Transformation (SHiFT) recognizes the urgency of early stakeholder engagement to facilitate systemic changes towards sustainable healthy diets. This qualitative exploratory study aimed to provide insights about where stakeholders are active in food systems in Bangladesh, Ethiopia and Viet Nam and their characteristics. The conceptual framework of food systems for diets and nutrition proposed by the High Level Panel of Experts on food security and nutrition was used to map all stakeholders using a network analysis approach, in particular applying the degree centrality measure. This measure shows the food system domains with the largest number of stakeholder connections. The analysis reveals that centralization is spread across various food system domains. In Bangladesh, the areas with the most stakeholder connections are observed in the policy and governance and food environment domains. In Ethiopia, more connections were observed under the food environment, and production system domains and the outcomes related to diets, nutrition and health. In Viet Nam, it is the production system, storage and trade, packaging and processing, and food environment domains with the most stakeholder connections. Overall, platforms are active in policy and governance in all countries, suggesting that engaging with multi-stakeholder platforms is beneficial for SHiFT to advance the national agendas aimed at realizing sustainable healthy diets. Considering connectivity with food system domains, SHiFT can collaborate with all sectors. Moreover, focusing on stakeholders in the food environment, particularly on overseeing foodscapes for people, is essential. However, implementing food systems transformation requires identifying and engaging with other actors as well. However, there is limited representation of stakeholders in processing, transport, and retail, especially in Ethiopia and Bangladesh. International stakeholders emerge prominently from our analysis, suggesting that the food system narrative may still be primarily driven from an international/global perspective, resonating with the United Nations Food Systems Summit dialogues. To realize the ambitions of transitioning towards sustainable healthy diets for all, efforts must extend beyond projects/programs and engage national-level stakeholders.

Innovation spaces are often dominated by linear, top-down approaches, with the transfer of technology being seen as the solution to many problems rather than trying to understand which innovation processes people are engaging with themselves. In other words, barriers to progress are typically viewed as issues of technology adoption, not as part of the innovation process itself. This study contributes to changing the paradigm by proposing a living lab approach, which considers innovation as an adaptive process where stakeholders co-produce knowledge and collaborate based on inclusivity and empowerment. Our specific concept for this approach is called a Living Lab for People (LL4P). This conceptual paper outlines a framework to guide the development of a LL4P that remains flexible to be adapted for specific sites. While we seek to identify common denominators, we recognize the necessity for such a framework to remain open enough to be adaptable for varied contexts. Consequently, the framework draws on the living lab literature but tailors existing approaches for sustainable food system transformation and puts people (men, women, and marginalized groups among key food system actors) at the center of innovation processes with a clear intention to address power and social inequity. We draw on specific cases in China, Colombia, Kenya and Vietnam as learning grounds for formulating LL4Ps through locally led innovation processes. Based on our learnings and consultations, we define a LL4P as an inclusive and diverse space for people to advance their socio-technical innovation processes and associated modes of governance within a facilitated organizational structure. The principles of LL4Ps include co-production, gender equality and social inclusion, governance and institutional sustainability to advance existing and novel innovation processes. The practical experiences from applying this framework in the four case studies indicate alternative pathways for transforming the food system toward a sustainable and socially equitable trajectory through the establishment of a LL4P.

Food systems are failing to provide sustainable, healthy diets that promote health, environmental sustainability, affordability, and cultural acceptability, leaving over three billion people unable to access such diets. Following calls for transformation after the 2021 UN Food Systems Summit and subsequent international dialogues, there is growing recognition of the need for systemic approaches to accelerate food systems transformation (FST). However, many stakeholders remain uncertain about how to implement effective changes, highlighting the need for sustainable development pathways that integrate health, environmental, and inclusion goals. This paper explores what capacities are needed for driving FST, emphasizing the need to strengthen skills and competencies in individuals, organizations, and societies to achieve transformative goals. Based on the capacity-strengthening experiences of the CGIAR Research Initiative on Sustainable Healthy Diets through Food Systems Transformation (SHiFT) in Bangladesh, Ethiopia and Vietnam, the paper examines SHiFT’s capacity-strengthening practice used. Key questions addressed include identifying stakeholders who need transformative capacities, the capacities required for different roles, and strategies to inspire meaningful implementation. The reflections on capacity-strengthening trajectories for food system actors in Bangladesh, Ethiopia, and Vietnam underscore the need for tailored, inclusive, and adaptive approaches that address the unique dynamics of each food system. Seven guiding principles emerged: contextualizing within political and economic landscapes; employing adult-based, experiential learning; timing of capacity strengthening interventions; navigating power dynamics; embracing emergence and flexibility; fostering diversity; and stimulating personal agency and leadership. These principles highlight the importance of co-creation, continuous reflection, and iterative adaptation, ensuring capacity-building efforts are relevant, effective, and transformative. By exploring practice-based and case-based insights, this paper contributes to understanding how targeted capacity strengthening can support meaningfully to FST.
