While education has traditionally been considered a catalyst of social transformation, there is now a growing awareness that the vertical expansion and spread of education have acutally served to increase the economic distance between divergent groups in society. The essays in this volume examine the extent to which education has led to the domination of many by a few, thereby furthering inequalities and underdevelopment with a special focus on India. Among the issues discussed are: the consequences for colonial policy on education; the paradox of the brain drain; constraints in educating the poor; and the increasing emphasis on privatization in recent times.

How critical is education in the development struggle of a third world country? Responding to popular demands for more accessible education, the Guyanese government instituted numerous educational reforms, hoping to promote economic growth in both the modern and the traditional sectors of the economy. Many in the traditional sector, however, saw education as a means of economic advancement, and sought increasingly to move into higher social strata through employment in the modern sector. Consequently, the civil service and private firms gained an oversupply of personnel, while agriculture and small business suffered, and unemployment increased. The author examines Guyana’s educational system from historical, political, social, and economic perspectives, and draws implications for other developing countries.

In view of the resilience of Africa’s underdevelopment, what do Africans make of their determined aspirations for development? The continent of Africa has constantly drawn global attention, most especially for both human and natural evils. Underdevelopment, it appears, is one of the most eminent threatening evils. It has plunged and promises to maintain the majority of Africa in abject poverty, insecurity, and vulnerability. What perpetuates the ghost and gory of underdevelopment in Africa, despite a proliferation of development rhetoric and initiatives? How do ordinary Africans react to repeated talk and claims of development with little evidence of transformation for the better in their material circumstances? This book interrogates the tenacity of underdevelopment amid calls for Africa to rise from its slumber and reclaim its position in global affairs as the mother continent of humankind. It contributes to the ongoing debates on why Africa remains trapped in the clutch of underdevelopment many decades after the purported end of colonialism. The book comes at a critical time in human history; a time when the talk on Africa’s [under-]development is louder due to the ravages of economic downturns and dysfunctional conflicts. It poses a challenge to development practitioners, civil society activists, statesmen, economists, political scientists and theorists to rethink and reconsider their role as technocrats, experts and ambassadors of positive change in Africa and the world beyond.

Sri Lanka’s early achievements in education and literacy became well known among the international development community in the middle of the last century and were often used to benchmark progress elsewhere. Development, Education and Learning in Sri Lanka presents an illuminating narrative of changing education fortunes and inequalities, based on half a century of research. This research journey was undertaken in collaboration with Sri Lankan researchers island-wide in myriad communities, schools, classrooms and education offices, through conversations with countless parents, teachers, students, community members, trade union officers, politicians and members of local, national and international development agencies, as well as through extensive documentary analysis. The book delineates the distinctive and changing features of the Sri Lankan education system through comparisons with systems elsewhere, through an understanding of national political, economic and social conditions, crises and upheavals, through changes in education policy and through shifting patterns of opportunity among diverse social groups. These analyses are framed by themes in the international development discourse ranging from modernisation to basic needs to globalisation and sustainable development, some of which themes have been influenced by the Sri Lankan story. The book’s overriding messages are the need to understand education and development in a country’s own terms, and to place learning at the heart of education policy, situating it within broader conceptions of the purpose, values and means of development. Praise for Development, Education and Learning in Sri Lanka 'Through rigorous and comprehensive research and a blend of local and global perspectives, this book offers invaluable insights for academics and policymakers alike.' Tara de Mel, Director, Bandaranaike Academy for Leadership and Public Policy and former Secretary, Sri Lanka Ministry of Education 'Reflecting on a career-long engagement with education and development, Angela Little brilliantly co-locates the personal, political and the theoretical. A privilege to read.' Simon McGrath, University of Glasgow 'This passionate engagement with education reform and development offers very instructive lessons for academics and policymakers in Sri Lanka, and beyond.' Siri T. Hettige, University of Colombo 'Fifty years of personal experience in Sri Lanka from many vantage points. A focus on education and society, rather than education alone. And a concern to understand rather than prescribe. This book has no competitors.' Mick Moore, Institute of Development Studies, Sussex

The United States in the past half-century has consistently led the world in the strength of its economy and in scientific research and development. Now, this position at the forefront of industry and innovation is threatened. Asia's Educational Edge warns that the United States relies heavily on the talent of foreign-born scientists and engineers-skilled workers who face increasing, and increasingly favorable, options for employment elsewhere. East Asia's and India's emerging economies are expanding their own higher education capacity in the sciences and their own research and development infrastructure. Accordingly, the United States faces great and growing competition in attracting talented students and professionals from the international community. In this carefully researched volume, Yugui Guo asks: Can the U.S. education system succeed in training enough high-quality students in the sciences to meet the ever-growing need? Asia's Educational Edge is essential reading for industrial and research leaders, policy makers, educators, and scholars of international and comparative education.
