This volume is the proceedings of a symposium entitled, "Strategic Human Resource Planning Applications" which was held at the University of Pennsylvania in Philadelphia on December 4-6, 1985. The meeting was sponsored by the Research Committee of the Human Resource Planning Society. In developing the symposi~m, the Research Committee built upon a study which resulted in a broad research agenda for the Society. The thrust of that research agenda was emphasis on linking the state-of- practice with the state-of-the-art. In the case of the symposium emphasiS was on the presentation of forward looking applications which could help member organizations link current practice with the research frontier. The meeting had sessions on (1) Description of Issues, (2) Human Resource Costs and Strategy, (3) Case Studies of Strategic Planning, (4) Computer Technology and Office Automation, (4) Large Scale Forecasting and Compensation Issues, (5) Models for Policy Analysis, (6) Work Force Optimization, (7) Implementation of Information Processing Activities, (8) Productivity Analysis, and (9) Relationship of Strategy to Practice. Thirty papers were presented with discussion sessions at appropriate points in the m~eting. This volume contains 18 of these papers along with an introductory paper. A short summary is also provided at the beginning of each major subdivision into which the papers are arraigned.

In February 2006, the Department of Defense (DoD) published its Quadrennial Defense Review (QDR). As part of the process of producing the QDR, the Department internally published a human capital strategy (HCS) that focused on developing the right mix of people and skills to help DoD and the military services carry out the missions necessary for the security of the United States. Although the HCS has been distributed, it would be inappropriate to view it as static. Almost from the time it was initially published and disseminated, the strategy has been shifting as DoD and the military services incorporate its spirit into their day-to-day development and management of human capital. Thus, the HCS is best seen as a living document. The Under Secretary of Defense for Personnel and Readiness asked the RAND Corporation's National Defense Research Institute (NDRI) to provide an independent review of the HCS and to help refine its implementation. To carry out that review, NDRI convened a panel of experts in military personnel and organizational analysis. In addition to commentary on the original version of the strategy, the review and the material in this report constitute a blueprint for developing a DoD HCS suited to the 21st century. The authors believe that the insights in this report will be useful to DoD and the military services as they move forward in developing their human capital policies and systems.

In response to more than a decade of downsizing and restructuring, the Department of Defense (DoD) is engaged in a human-resources strategic planning effort to address resulting imbalances in both skills and experience levels in many parts of DoD. The current human-resources strategic plan addresses the need to provide management systems and tools to support total workforce planning and informed decisionmaking (U.S. Department of Defense, 2003b). Attention to Department-wide civilian workforce planning stems in part from the President's Management Agenda of 2001 and the continuing assessments of Department-level progress on workforce planning. DoD civilian workforce-planning efforts are complicated and, at the same time, made more important by the implementation of the National Security Personnel System (NSPS), slated to begin in 2006. The NSPS will replace the traditional federal civil service personnel management system within DoD, providing DoD managers with more management flexibility.
