This document is intended to describe the approach of the City Technology Colleges (CTCs) in Great Britain to provide young people older than 16 with a vocationally oriented curriculum while still ensuring their intellectual and cultural development. Following a summary, the first chapter is an introduction. The second chapter describes the old concept of vocationalism, with the low prestige associated with it and four consequences it has produced (low participation rates in postcompulsory education and training; many young people leaving the system with low or no qualifications; few science and technology graduates produced by the United Kingdom; and, until recently, unregulated vocational education standards). Chapter 3 describes current educational reform in the United Kingdom. Chapter 4 describes the provision of vocational education in the CTCs, where efforts have included developing a new model of vocationalism, developing a business culture, broadening and accrediting the curriculum, developing a technological baccalaureate, and developing methods of credit transfer. Chapter 5, entitled "The Shape of Things to Come" provides a glimpse of likely national and international issues related to the opening of the Single Market in Europe from 1993. Appendices describe education in seven countries and the World ORT Union and describe a technological baccalaureate program. There are 53 references. (CML)

This study aims to clarify current trends and issues in postcompulsory (16-19 age group) education, especially by focusing on the curriculum, drawing on the concrete experience of a large number of member countries of the Organisation for Economic Cooperation and Development (OECD). Information was gathered from individual case studies and observation of the systems in place in 11 of the OECD countries, a representative sample. Seven main points emerged from the study, varying in applicability from country to country; and within countries. These points concern: (1) changes in general, technical, and vocational education; (2) differentiation, progression, and equality in educational systems; (3) transition and foundation for the world of work; (4) the structure of courses--planned system and market-driven; (5) links with higher education; (6) diversity and coherence at the postcompulsory stage; and (7) the role of culture as the hidden element in the links between education and the economy. Various factors, including an increase in the standard of living of the population throughout the Western industralized countries, the need for better-qualified workers, and the necessity of providing alternatives to unemployment for young people, have led to increased demands for training courses provided immediately after compulsory schooling. Governments and the private sector alike have responded to this demand by developing new education, training, and work experience programs aimed at youth between the ages of 16 and 19 and by introducing changes in the organization and objectives of upper-secondary education, including general, technical, and vocational courses. Although the increasing number of new programs for youth is a promising sign, the lack of coordination among the different types of services available have created a number of new problems for planners and policymakers, employers, and the youth themselves. Problems exist in the areas of articulation, dissemination of information concerning available program options, assessment, credentials, and the transition to employment. Included among those areas that demand particular attention by policymakers are the following: (1) expansion of opportunities for disadvantaged youth, (2) reforms to encourage increased participation of females in nontraditional occupations and in such nontraditional training programs as apprenticeships, and (3) resolution of the persisting discontinuities among general, technical, and vocational education.
