Despite economic growth, decreasing fertility rates, and rising education levels, women in Asia are on average 70% less likely than men to be in the labor force, with the country-to-country percentage varying anywhere from 3% to 80%. Results of a new simulation model suggest that closing the gender gap could generate a 30% increase in the per capita income of a hypothetical average Asian economy in one generation. This report discusses the reasons behind the continuing gap in the labor force participation rate between women and men in Asia and the Pacific, the impact of this gap on economic growth, and policy lessons drawn from specific country experiences in the region and elsewhere in the world. The channels of gender inequality are so complex that policy interventions must go beyond economics to effectively address them. Such a multidimensional approach to reducing gender inequality could unleash a nation's full potential for inclusive growth and development.

The People's Republic of China (PRC) has made advances in narrowing gender gaps in its labor market. It has one of the highest female labor force participation rates in Asia and the Pacific at around 64% in 2013, and one of the narrowest earnings gender gaps. This study investigates how women are faring in the transition to the PRC's new growth model, and what can be done to promote women's participation. It shows how the PRC is undergoing multiple transitions that have implications for gender equality and work. For example, during the market transition, gender wage gaps and gender wage discrimination increased, reaching 33% in urban areas and 44% in rural areas. Find out how evidenced-based gender analysis can foster gender responsive policy approaches to promote women's equality in the labor market.

This paper analyzes various linkages and interconnections between gender inequality and the macroeconomy. The prevalence of gender inequality, particularly the presence of gender gaps in the labor force and in economic opportunities, can weigh on and impede inclusive growth. The precise nature of gender gaps varies, but in the majority of countries there are differences between men and women in decision-making power, economic participation, access to opportunities, and social norms and expectations. The analysis shows that gender gaps in pay and in access to resources, occupations, and credit, among other things, not only have negative microeconomic effects on women but also imply large costs for the aggregate economy. Differences in economic outcomes may be a consequence of unequal opportunities and enabling conditions for men and women and for boys and girls. Raising female participation could provide an important boost to growth, but women face two hurdles in participating in the workforce in Japan.

Women's earnings are a fraction of male's earnings in several African countries. It is tempting to conclude that this wage gap is a sign of discrimination against women in the labor market. Yet this book uses new datasets to show that the gap is not simply the result of discrimination in the labor markets, but rather the result of multiple factors, including access to education and credit, cultural values and household duties, and, above all, labor market conditions. It shows that gender disparities grow when economies are not functioning well and labor markets are tiny. More than the effect of discrimination, it seems that job rationing causes those with better human capital and those with more power in the household usually the men to take the few jobs that are available. It is hardly surprising, then, that in a region where only a fraction of the labor force finds jobs in the formal sector, gender disparities in earnings are so high. The book further documents that firm-level and sector characteristics are additional powerful factors in explaining the gender disparities in the labor market. As the causes are not simple, neither are the solutions; multifaceted strategies are needed. By providing environments that support economic growth and, more importantly, job creation, as well as by promoting equal access for women to education and rethinking the attitudes that limit what women may achieve, governments in the region will substantially improve the well-being of all their peoples. 'Gender Disparities in Africa's Labor Market' helps to fill the knowledge gap and identify the links between gender disparities and poverty reduction. The work was implemented in collaboration with a range of poverty and labor market studies to maximize its usefulness for policy dialogue in specific countries. Abstract: This paper reviews empirical findings from economic analyses of the role of gender equality and women's empowerment in reducing poverty and stimulating growth. Going beyond the large literature documenting the impact of female education on a range of development outcomes, the paper presents evidence on the impact of women's access to markets (labor, land, and credit) and women's decision-making power within households on poverty reduction and productivity at the individual and household level. The paper also summarizes evidence from studies examining the relationship between gender equality and poverty reduction and growth at the macro level. Although micro level effects of gender equality on individual productivity and human development outcomes have been well documented and have important ramifications for aggregate economic performance, establishing an empirical relationship between gender equality and poverty reduction and growth at the macro level has proven to be more challenging. The paper concludes by identifying priority areas for future research.

We study whether higher gender equality facilitates economic growth by enabling better allocation of a valuable resource: female labor. By allocating female labor to its more productive use, we hypothesize that reducing gender inequality should disproportionately benefit industries with typically higher female share in their employment relative to other industries. Specifically, we exploit within-country variation across industries to test whether those that typically employ more women grow relatively faster in countries with ex-ante lower gender inequality. The test allows us to identify the causal effect of gender inequality on industry growth in value-added and labor productivity. Our findings show that gender inequality affects real economic outcomes.
