Today, the global youth population is at its highest ever and still growing, with the highest proportion of youth living in Africa and Asia, and a majority of them in rural areas. Young people in rural areas face the double challenge of age-specific vulnerabilities and underdevelopment of rural areas. While agriculture absorbs the majority of rural workers in developing countries, low pay and poor working conditions make it difficult to sustain rural livelihoods. Potential job opportunities for rural youth exist in agriculture and along the agri-food value chain, however. Growing populations, urbanisation and rising incomes of the working class are increasing demand for more diverse and higher value added agricultural and food products in Africa and developing Asia. This demand will create a need for off-farm labour, especially in agribusinesses, which tends to be better paid and located in rural areas and secondary towns. It could boost job creation in the food economy provided that local food systems were mobilised to take up the challenge of higher and changing domestic demand for food.

Rural youth constitute over half of the youth population in developing countries and will continue to increase in the next 35 years. Without rural transformation and green industrialisation happening fast enough to create more wage employment in a sustainable manner, the vast majority of rural youth in developing countries have little choice but to work in poorly paid and unstable jobs or to migrate. As household dietary pattern is changing, new demands by a rising middle class for diversified and processed foods are creating new job opportunities in food-related manufacturing and services. Agro-food industries are labour-intensive and can create jobs in rural areas as well as ensure food security. Yet the employment landscape along the agro-food value chains is largely underexploited. This study looks at local actions and national policies that can promote agro-food value chains and other rural non-farm activities using a youth employment lens.

This policy brief is one in a series led by Chulalongkorn University with support from the Office of the Higher Education Commission, Ministry of Education, Thailand, in partnership with FAO. The series was initiated to support the Association of Southeast Asian Nations (ASEAN) Work Plan on Education, 2016–2020 implementation while Thailand was Chair of ASEAN in 2019 under the theme: “Advancing Partnership for Sustainability.” The Briefs offer critical interdisciplinary perspectives on agri-food systems from social and sustainability sciences. They are fully aligned with the regional initiative on Food System Transformation and are meant to support the work engaged with ASEAN. This brief focuses on the need for HEIs, international agencies, regional organizations and governments in Southeast Asia to do more to assist youth and tertiary students by providing adequate programmes, curricula, research and extension services. It highlights that it is critical to consider youth as an active partner and to fully include them in better documenting and evaluating youth and student issues while scaling-up best practices. It advocates for improved university services in rural communities to catalyze a paradigm shift from industrial agriculture to diversified agro-ecological systems.

‘Rural youth’ is a new focus area within the CGIAR (and in the wider academic literature), yet there are few studies which examine young people’s roles and relationships to trees, forests and agroforests. This background report suggests ways the CGIAR Research Program on Forests, Trees, and Agroforestry (FTA) can involve rural young people into its research and action. This is at a time when academic and government reports note the widening gaps between the aspirations young people have as compared to the realities of the job markets in much of the Global South. For rural and marginal areas, these trends are especially acute as agriculture and forestry sectors decline and many rural young people desire stable, paid employment., suggesting now is a critical time to involve young people into FTA’s research and action. In doing so, the report examines how rural youth are studied from a variety of angles: in contemporary agrarian, youth and development literatures, and examines how young people are studied by five large development agencies; and by some of CGIAR’s Research Programs. In learning from these studies, the report offers four major lessons for FTA. These lessons focus on how to study rural youth and their various contexts, conceptually and methodologically; how to engage local to regional rural development activities; and how to support local to national level partnerships. All of these activities give means and networks of support for rural young people’s development and employment. In sum, the report offers key questions and starting points for engaging with young people in each of FTA’s Flagships, which can not only move the Gender Equality and Social Inclusion Strategy forward, but help study and address the challenges facing rural livelihoods and landscapes now and in the future.

The case study explores which skills and training opportunities young people need in order to gain access to decent employment in rural areas. The research was undertaken in order to develop recommendations to support the Ministry of Agriculture, Forestry and Fisheries (MAFF) and FAO Cambodia in developing appropriate recommendations to support rural young people, especially those of the 15 to 17 age cohort. The study highlights the limited decent employment opportunities that currently exist along various agricultural value chains in rural Cambodia. Poverty and the structural problems of the agricultural sector are the main barriers for youth in accessing decent rural employment. A substantial enhancement of the education system, as well as the provision of appropriate training services to ensure successful schoolto-work transition is seen as necessary to tackle these challenges. A well-balanced policy mix reflecting national and local circumstances can encourage employment opportunities and create an environment that enables rural youth. Building on previous research on agriculture in Cambodia, agricultural transformation requires promotion of agribusiness enterprises, support to community-managed organizations of farmers, promotion of agropreneurs, and investments in agricultural and rural development, particularly in infrastructure, energy, water, education and health. Moreover, most youth entering agriculture are self-employed and work as smallscale farmers. Therefore, the provision of skills and training in rural areas should focus on the skills required to be self-employed.
