Rural youth constitute over half of the youth population in developing countries and will continue to increase in the next 35 years. Without rural transformation and green industrialisation happening fast enough to create more wage employment in a sustainable manner, the vast majority of rural youth in developing countries have little choice but to work in poorly paid and unstable jobs or to migrate. As household dietary pattern is changing, new demands by a rising middle class for diversified and processed foods are creating new job opportunities in food-related manufacturing and services. Agro-food industries are labour-intensive and can create jobs in rural areas as well as ensure food security. Yet the employment landscape along the agro-food value chains is largely underexploited. This study looks at local actions and national policies that can promote agro-food value chains and other rural non-farm activities using a youth employment lens.

"Rural youth populations shift over time and help shape future demographic patterns while impacting the options for states to achieve demographic dividends and reduce gender inequalities. Building on United Nations data, our analysis shows how past growth of the youth population (15 to 24-year-olds) was dramatic in Asia and the Pacific, while projections suggest a sharp rise in the youth population of sub-Saharan Africa (SSA) until 2050. These variable trajectories across regions are further accentuated by diverging rural and urban populations -- shaped both by differential fertility rates and by rural-to-urban migration. Youth sex ratios vary acutely between rural and urban sectors, driven largely by sex-specific migration. In some regions, male rural-to-urban migration leaves rural areas with higher numbers of women. Efforts to involve women in key roles in agriculture and to increase female productivity should be a primary concern to raise the demographic dividend. Indeed, large proportions of rural youth, of both sexes, lower dependency ratios and raise the urgency of accumulating human capital to increase their productivity. Of course, growing cohorts of potential workers require a labour market with sufficient capacity to absorb them -- and this requires particular attention as rural transformation pushes youth to seek alternative employment outside of agriculture"--Preliminary page.

‘Rural youth’ is a new focus area within the CGIAR (and in the wider academic literature), yet there are few studies which examine young people’s roles and relationships to trees, forests and agroforests. This background report suggests ways the CGIAR Research Program on Forests, Trees, and Agroforestry (FTA) can involve rural young people into its research and action. This is at a time when academic and government reports note the widening gaps between the aspirations young people have as compared to the realities of the job markets in much of the Global South. For rural and marginal areas, these trends are especially acute as agriculture and forestry sectors decline and many rural young people desire stable, paid employment., suggesting now is a critical time to involve young people into FTA’s research and action. In doing so, the report examines how rural youth are studied from a variety of angles: in contemporary agrarian, youth and development literatures, and examines how young people are studied by five large development agencies; and by some of CGIAR’s Research Programs. In learning from these studies, the report offers four major lessons for FTA. These lessons focus on how to study rural youth and their various contexts, conceptually and methodologically; how to engage local to regional rural development activities; and how to support local to national level partnerships. All of these activities give means and networks of support for rural young people’s development and employment. In sum, the report offers key questions and starting points for engaging with young people in each of FTA’s Flagships, which can not only move the Gender Equality and Social Inclusion Strategy forward, but help study and address the challenges facing rural livelihoods and landscapes now and in the future.

Distress migration is particularly acute among rural youth. Agriculture and rural development are central to the rate of rural out-migration to urban areas. The agricultural sector needs to engage youth in order to increase global food production. In doing so, agricultural transformation can balance out-migration from rural areas and thus contribute to stable growth. This document presents the conceptual framework for distress migration of rural youth. The framework focuses on the migration of rural youth (aged 15–24), who account for a large proportion of migrants and are a particularly vulnerable group. The framework comprises three sections: 1. Analysis of the main factors determining the propensity of rural youth to migrate; 2. Assessment of the likely impacts of distress migration of rural youth in terms of rural development for local areas of origin; 3. Illustration of the most promising policies and programmes to reduce distress migration of rural youth and maximize its dev elopmental benefits for the communities of origin.
