The Department for International Development's (DFID) recent doubling of support to the African Development Bank (AfDB) is an affirmation of early successes in the Bank's reform programme. The Bank's President Donald Kaberuka and his staff are overseeing critical changes-notably the decentralisation and 'results' agendas-that will help the AfDB fulfil its potential as the driver of development in Africa. Record donor support pledged under the eleventh replenishment of the African Development Fund (ADF 11) must be supported by maximising the effectiveness of AfDB strategies. Infrastructure investments must do more to build local industry and capacity. Compliance with global transparency benchmarks must be a pre-requisite for AfDB financing of extractive industry projects. DFID has influenced many of the most significant reforms to the Bank and deserves credit for this. It must now keep a watchful eye on the implementation of these reforms. DFID should argue for a reconfigured Board structure that enables the leverage of DFID and other major donors at the Bank to be commensurate with their increasing contributions to the institution. DFID must help ensure that both the Bank's key performance indicators and the extent to which its own objectives are being met are rigorously assessed. The Bank has the potential to become a regional leader. DFID must continue its worthwhile and highly creditable support to ensure the institution fulfils this promise.

Many of the poorest countries in the world are affected by insecurity and violence. Insecurity has human and economic impacts, both for affected countries and their neighbours. Many insecure countries also receive lower levels of aid per capita than stable countries. These are good reasons to provide assistance to insecure countries, but there are also difficulties and risks. This report examines how the Department for International Development (DFID) works in insecure environments, ranging from some of the world's most insecure countries where armed conflict is still present and stabilisation is required, to less insecure contexts where donors may have more scope to engage in long term development projects. It examines what DFID is achieving and how it designs and manages its programmes, including dealing with risks to its staff. Insecurity is defined by reference to the incidence of political violence and the level of threat to aid workers. The NAO's work included four country case studies, literature and documentation review, data analysis and surveys. Their findings covered DFID's increasing interest in insecure environments, on what its expenditure has achieved in insecure environments, the design and management of country programmes, managing staff resources and costs and value for money. There are seven recommendations.

The term 'civil society' covers aspects of society independent of the state and the private sector, and civil society organisations (CSOs) include large charities and NGOs, trade unions, faith groups and business associations. The Department for International Development (DFID) has increasingly worked with CSOs to help to reduce world poverty, and in 2004-05 channelled £328 million of its development aid expenditure through CSOs. These organisations play a variety of roles in development activities, including delivering services, giving a voice to the poor and helping hold governments accountable for poverty reduction. Following on from a National Audit Office report on this topic (HCP 1311, session 2005-06; ISBN 9780102939156) published in July 2006, the Committee's report examines how the DFID is engaging with CSOs, focusing on four themes: how and when to engage with CSOs; providing services targeted at the poorest people; measuring achievements; and improving value for money.
