Botswana is typical of the countries that are endowed with abundant natural resources. Although it is commonly accepted that resource-rich economies tend to fail in accelerating growth, Botswana has experienced the most remarkable economic performance in the region. Using the latest cross-country data, this study empirically readdresses the question of whether resource abundance can contribute to growth. It finds that governance determines the extent to which the growth effects of resource wealth can materialize. In developing countries in particular, the quality of regulation, such as the predictability of changes of regulations, and anticorruption policies, such as transparency and accountability in the public sector, are most important for effective natural resource management and growth.

This paper investigates the so-called natural resource curse in Asia, with particular focus on Indonesia and Malaysia. Drawing on the experience of Botswana, a country which managed to turn its natural mineral wealth into an economic blessing, theory suggests that the road out of the resource curse lies in the quality of institutions. The econometric analysis firstly finds evidence to support the presence of a natural resource curse in Asia. Secondly, the results suggest that through good institutions, Asian countries can turn their natural resource abundance into an asset. Thirdly, unlike in previous studies on the topic, this thesis distinguishes between economic and political institutions in order to determine the specific channel through which countries can escape the resource curse. Thereby, the results suggest that economic institutions are particularly important for economic growth in mineral-rich Asian countries.

After so many years of fruitless search for crude oil in the Ghana, in 2007 crude oil has been discovered in commercial quantities at the Jubilee offshore oil field. In fact, the offshore field is claimed to be the biggest find in offshore oilfields in West Africa in recent years. With examples on crude oil mismanagement from so many countries and even closer home - Nigeria, the Ghanaian government has avowed that it will not make the same mistakes but rather turn its resources into viable source of economic development for both present and future generation. The question then is how feasible is this objective? What structures does Ghana need put in place to make it a reality? This paper seeks to examine two countries that have been upheld as having escaped from the resource curse, and using their experience, proffer structures that Ghana can implement to escape the resource curse. These countries are Botswana and Norway. A huge chunk of both countries revenue stems from the natural resource they have but they have turned it into a blessing rather than a curse. The paper finds that unless Ghana internalises the lessons learnt from Botswana and Norway, their experiences will only stop short of inspiring Ghana but will not be an effective tool in escaping the resource curse.
