Kommunale Fachhochschule für Verwaltung in Niedersachsen, Veranstaltung: Verwaltungsbetriebswirtschaft, Sprache: Deutsch, Abstract: Das Phänomen des so genannten demografischen Wandels in Deutschland ist ein von den Medien in den letzten Jahren gern aufgegriffenes Thema. Mit Vorliebe werden hier Szenarien von entvölkerten Dörfern und einem zunehmenden gesellschaftlichen Ungleichgewicht (etwa hinsichtlich des so genannten Generationenvertrags) dargestellt. Unabhängig von diesen Szenarien sind im Rahmen des demografischen Wandels tief greifende Veränderungen in der deutschen Gesellschaft zu beobachten, die in erster Linie auf zwei Entwicklungen beruhen. In Deutschland werden weniger Kinder geboren, als nötig wären, um den Bevölkerungsstand zu erhalten. Gründe hierfür sind u.a. Veränderungen der Lebensentwürfe, ein späterer Einstieg in das Berufsleben, zunehmend unsichere Arbeitsverhältnisse, die Verfügbarkeit empfängnisverhütender Mittel (der so genannte „Pillenknick“ in den 1960ern), die so genannte „Kinderwunschlücke“ sowie die Erosion traditioneller Familienstrukturen, da diese von der Industriegesellschaft anders als von der traditionellen Agrargesellschaft nicht benötigt werden. Daneben ist die durchschnittliche Lebenserwartung in Deutschland in den letzten Jahrzehnten gestiegen. Diese Entwicklung scheint noch nicht abgeschlossen zu sein, da ein allgemeines natürliches Sterbealter bisher noch nicht genau bestimmt werden konnte, wenngleich fraglich ist, ob sich die durchschnittliche Lebenserwartung noch in bedeutendem Maße zu vertretbaren medizinischen Kosten erhöhen lässt. Diese Entwicklung hat natürlich weit reichende gesellschaftliche Folgen, etwa im Hinblick auf die Kranken-, Pflege- und Rentenversicherung, für die ein steigender Kostendruck erwartet wird. Hierauf soll jedoch in dieser Arbeit nicht eingegangen werden. In dieser Arbeit sollen die Auswirkungen des demografischen Wandels auf lokaler Ebene betrachtet werden. Dies geschieht am Beispiel der im Rahmen des demografischen Wandels entstehenden Herausforderungen an die Stadtplanung der Stadt Georgsmarienhütte.

I saggi in esso contenuti esaminano la evoluzione del servaggio (visto come il lato economico del regime signorile) e delle diverse forme di sottomissione personale, fino alla vera e propria tratta degli schiavi, di cui i mercanti europei furono protagonisti, mettendo in luce una situazione assai più complessa e articolata di quanto gli schemi interpretativi tradizionali lasciassero intuire.
