Jahrhundert, so legt es ein Blick auf die »erfolgreichen« Fälle nahe, sind nicht denkbar ohne den Staat. Demgemäß war der Nationalstaat häufig das Ziel der nationalen Bewegungen.Abhängige Völker waren bestrebt, dem Druck der regierenden Völker bzw. Großmachtvölker und großen Nationen zu entkommen und einen eigenen Nationalstaat zu bilden. So wurden gerade die Großmächte Helfer der nationalen Befreiungsbewegungen.Das wirtschaftlich bedingte Wachstum der Städte und Produktion sowie des Innen- und Außenhandels bewirkten in dem Betrachtungszeitraum eine rasche Entwicklung auf vielen Ebenen.Über 30 Wissenschaftler aus Europa beschäftigen sich aus unterschiedlichen Sichten und geographischen Räumen mit der Gesamtthematik und bieten somit einen Überblick über historische Einzelfälle, aber auch über Grundmuster der Typologie und Soziologie der Nationalbewegungen.

Während sich der erste Teil mit der Entstehung der Nationalbewegung in Europa im Zeitraum von 1750 bis 1849 beschäftigte, war der zweite der Entwicklung der Nationalbewegung zwischen 1850 und 1914 gewidmet. Ein vierter Teil wird sich mit dem Nationalismus in Europa nach 1945 auseinandersetzen.Die Pariser Friedenskonferenz zielte auf eine Neuordnung Europas, indem sie ihm unter anderem eine nationaldemokratische Struktur verlieh. Doch in einem System von souveränen Staaten, die sich als Nationalstaaten jeweils eines bestimmten Sprachvolks legitimierten und darum an ihrer sprachlich-kulturellen Homogenität interessiert waren, mußte sich die Nationalitätenfrage nur noch verschärfen: Nun wurde sie zum eigentlichen Strukturproblem für Europa. Die nationale Souveränität, wie sie jetzt als höchster Wert erschien, hatte nicht nur einen konstruktiven, sondern auch einen destruktiven Wert. Sie trug mit dazu bei, die »Gemeinschaftlichkeit von Europa« (Ranke) zu zerstören.Der amerikanische Präsident Wilson ging davon aus, daß das kollektive Sicherheitssystem des Völkerbundes und die Gleichartigkeit demokratischer Verfassungen ein Korrektiv nationaler Vereinzelung werden könnte. Dies erwies sich jedoch als Trugschluß. Das Völkerbundsystem krankte an dem Mißverhältnis zwischen geforderter Universalität einerseits und seinem tatsächlichen fragmentarischen Charakter andererseits. Die Gleichartigkeit demokratischer Verfassungen blieb ein vorübergehender Traum. In den 20er und 30er Jahren ging die Mehrzahl der europäischen Staaten zu totalitären und autoritären Staatsformen über, die den nationalen Souveränitätsanspruch nach innen und nach außen entweder verschärften oder aus ihm heraus einen Herrschaftsanspruch führender Völker und Rassen über andere entwickelten.Nach einer Einleitung befaßt sich das II. Kapitel mit den »Nationalbewegungen und dem Nationalismus in übergreifenden Strukturen ...

Despite the large number of books and studies written about Metternich, there is still a period of his political career that scholars neglect to this day, the 1840s. This book offers an analysis of Metternich's German policy in the years 1840–1848 and thus fills a gap in Metternich studies. Analysing this period is important due to the fact that over the course of those less than nine years, Metternich lost his influence within the German Confederation. He represented a certain way of behaving – moderate, calm and reconciliatory – but it was an attitude which was rejected during the period of rising mass nationalism. Nevertheless, he continued to endeavour to steer this escalating nationalism, and by applying calming policies prevent it from causing armed conflicts in Europe. Since Metternich conceived the German Confederation at the Congress of Vienna in 1815 as one of the pillars of the European peace settlement, the issue is viewed from the perspective of European crises of the time, from the Rhine Crisis to the Swiss civil war. Similarly, it presents his policy in a broader context of economic and social history. Wars have played a fundamental part in modern German history. Although infrequent, conflicts involving German states have usually been extensive and often catastrophic, constituting turning-points for Europe as a whole. Absolute War is the first in a series of studies from Mark Hewitson that explore how such conflicts were experienced by soldiers and civilians during wartime, and how they were subsequently imagined and understood during peacetime, from Clausewitz and Kleist to Jünger and Adorno. Without such an understanding, it is difficult to make sense of the dramatic shifts characterising the politics of Germany and Europe over the past two centuries. The studies argue that the ease - or reluctance - with which Germans went to war, and the far-reaching consequences of such wars on domestic politics, were related to soldiers' and civilians' attitudes to violence and death, as well as to long-term transformations in contemporaries' conceptualisation of conflict. Absolute War reassesses the meaning of military conflict for the millions of German subjects who were directly implicated in the Revolutionary and Napoleonic Wars.
