In Deutschland und den anderen westlichen Industrienationen ist Armut weiter verbreitet, als allgemein angenommen wird. Viele Kinder und Jugendliche leben in Deutschland in Armut. Sie sind die Bevölkerungsgruppe, die am stärksten davon betroffen ist. Im Vorliegenden wird auf dieses Problem eingegangen, und die Auswirkungen der Armut für die Kinder werden verdeutlicht. Hierbei werden speziell die physischen und psychischen Folgen betrachtet. Zur Vorbereitung auf das Thema wird zunächst auf die Definition von Armut eingegangen und anschließend die Armutsentwicklung in Deutschland erörtert. Es folgen allgemeine Daten und Fakten zur Kinderarmut. Hier wird insbesondere verdeutlicht, welches die Gründe sind, aufgrund derer ein Kind in Armut leben muss. Außerdem wird der Begriff der "Infantilisierung der Armut" erläutert - ein Trend, der seit den 90er Jahren in der Bundesrepublik Deutschland zu beobachten ist und neue Anforderungen an die Politik stellt. Anschließend werden anhand von zwei Tabellen aus dem Armutsbericht der Hans-Böckler-Stiftung, des Deutschen Gewerkschaftsbunds und des Paritätischen Wohlfahrtsverbands aus dem Jahr 2000 die Ergebnisse verdeutlicht. Im weiteren Verlauf wird auf die Folgen der Kinderarmut eingegangen. Zunächst werden Auswirkungen der Armut und Arbeitslosigkeit beleuchtet, da gerade in der Kindheit physische, psychische und soziale Erfahrungen Einfluss auf das spätere Leben haben. Es folgt eine kurze Überlegung dazu, ob reiche Kinder gesünder sind als arme. Der "Erste Armuts- und Reichtumsbericht der Bundesregierung" bestätigt, dass Armut negative Auswirkungen auf die Gesundheit hat. Da dieses besonders in Bezug auf Kinder ein Problem ist, widmet sich der letzte Punkt den gesundheitsbeeinflussenden Faktoren der Kinderarmut. Den Schluss bildet eine Zusammenfassung mit grundsätzlichen Überlegungen zum Thema.

Social investment is part of a strategy to modernize the European welfare states by focusing on human resource development throughout the life-course, while ensuring financial sustainability. The last decades have seen cost containment in areas such as pensions and health care, but also expansion in areas such as early childhood education, higher education and active labor market policies. This development is linked to a Social Investment (SI) approach, which should, ideally, promote a better reconciliation of work and family life, high levels of labor market productivity and strong economic growth, while also mitigating social inequality. However, institutionalization of policies that may mainly benefit the middle class has some unintended effects, such as perpetuating new inequalities and the creation of other Matthew effects. While research on the rise of the social investment state as a new paradigm of social policy-making for European welfare states has grown significantly, there are still important gaps in the literature. The chapters in this book address the controversies around social investment related to inequalities, individual preferences and the politics of social investment. This volume is therefore organized around policies, politics and outcomes. The contributing authors bring together expert knowledge and different perspectives on SI from several disciplines, with original path-breaking empirical contributions, addressing some key questions that thus far are unanswered, related to Matthew effects, inequalities, ambiguities of social investment and institutional complementarities. This report presents the first ever scientific measurement of the extent and depth of child poverty in developing regions. This measurement is based upon internationally agreed definitions arising from the international framework of child rights. Indicators of severe deprivation of basic human need for shelter, sanitation, safe water, information, health, education and food were constructed using survey data on nearly 1.2 million children in 46 countries collected mainly during the late 1990's. This is the largest, most accurate survey sample of children ever assembled.
