September 2006 und berichtete ausführlich über die aktuellen sowie zukünftigen Auswirkungen der globalen Erderwärmung. Noch wird Umweltpolitik in Deutschland stiefmütterlich behandelt, trotz seiner bisherigen Vorreiterrolle Deutschlands im Bezug auf Umweltschutz und eines ausgeprägten Umweltbewusstseins. So waren 2004 92 % der Bevölkerung überzeugt, dass Umweltschutz eine wichtige politische Aufgabe sei (Kuckartz 2005: 4). Dies mag zum einen am noch jungen Politikfeld Umwelt liegen, zum anderen scheint in Zeiten zunehmender geistiger Verarmung durch die Massenmedien und Arbeitslosigkeit das Problembewusstsein verzerrt. Anlässlich einer Warnung des Ökonom Nicholas Stern, der, sollte die Politik den Kurs nicht ändern, den Schaden der Umweltverschmutzung auf 20 Prozent der Weltwirtschaft bezifferte, erklärte Bundesumweltminister Sigmar Gabriel: "Dabei gilt auch für uns was Stern sagt: Wir müssen mittelfristig ein Prozent unseres Bruttoinlandsprodukts für Klimaschutz ausgeben. Das wären gut 22 Milliarden Euro. Nichts zu tun wird mindestens fünfmal so teuer" (Spiegel 06.11.06: 92). Dabei sorgen der Bund, die Industrie, private und öffentlicher Verbände, sowie Kommunen und Länder derzeit mit jährlich 29,49 Milliarden Euro für ihre Umwelt. Dem Umweltministerium kommt dabei eine wichtige Rolle als Steuerungs- und Verteilungszentrale zu. In England nimmt das Umweltministerium eine ähnlich herausragende Stellung ein und verwaltet 2007 einen Jahresetat von 14,25 Milliarden Euro, jedoch ohne Einbeziehung privater und öffentlicher Träger sowie ohne Industrie. Diplomarbeit aus dem Jahr 1998 im Fachbereich BWL - Bank, Börse, Versicherung, Note: 2, Fachhochschule für Wirtschaft Berlin, Sprache: Deutsch, Abstract: Die drastische Zunahme ökologischer Probleme auf lokaler, nationaler und globaler Ebene hat sich seit Beginn der neunziger Jahre in West-europa in einem wachsenden Umweltbewußtsein der Bevölkerung sowie einer stärkeren Betonung umweltpolitischer und umweltrechtlicher Maß-nahmen in vielen Ländern niedergeschlagen. Dies betrifft auch die Länder Großbritannien und die Bundesrepublik Deutschland, die in dieser Diplomarbeit im Mittelpunkt stehen. Weiterhin setzte sich weltweit die Erkenntnis durch, daß eine Lösung dieser ökologischen Probleme nur durch das Prinzip einer „Nachhaltigen Entwicklung“ zu erreichen ist, dem sich 1992 in Rio 178 Staaten verpflichteten. Dieser gesamtgesellschaftliche Ansatz basiert auf dem Zusammenwirken von Politik, privaten Haushalten und Unternehmen. Zunächst mag es ungewöhnlich erscheinen, Banken in diesem Zusammenhang eine tragende Rolle beizumessen. Schließlich werden sie dem vermeintlich „sauberen“ Dienstleistungssektor zugeordnet, der keine Luft- und Gewässerverschmutzungen verursacht und keine besonders umweltbelastenden Produkten herstellt. Banken üben jedoch über ihre Finanzierungsfunktion, d.h. das Zusammenbringen von Kapitalgebern und -nehmern, einen entscheidenden Einfluß auf andere Unternehmen aus und tragen damit eine gesellschaftliche Mitverantwortung. Auch aus einzelwirtschaftlicher Sicht müssen Banken berücksichtigen, welche Risiken und Chancen aufgrund der größeren Bedeutung von Umweltaspekten für sie entstehen, und wie sie adäquat auf diese reagieren können. Das Ziel dieser Arbeit ist es zum einen darzustellen, welchen Stellenwert das Thema Umweltschutz in der Praxis britischer und deutscher Banken einnimmt und inwiefern Banken in diesen beiden Ländern ökologische Aspekte in ihre Geschäftstätigkeit integriert haben. Zum anderen soll dabei der Bezug zu sogenannten Umweltmanagementstandards dargestellt werden, die bestimmte Vorgaben zur Integration des Umweltschutzes in ein Unternehmen machen. In diesem Zusammenhang werde ich insbesondere auf die mögliche Erweiterung der „EG Umwelt Audit Verordnung“ auf den Finanzdienstleistungsbereich eingehen. The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity.
