The present publication constitutively expands the field of discourse on the topic of basic income and explores the possibilities of its introduction as well as the opportunities and risks. Although all visionary proposals for an unconditional basic income (BGE) have so far not been implemented politically, at least in democratically constituted welfare states, the question of implementation or the conditions for success and the identification of possible blockades have only been dealt with marginally. Recent publications on a BGE also show this political-institutional "blindness" and do not address enough the reasons for the failure so far. Without a transfer strategy, however, the idea will fail in Germany due to such implementation naivety. In this book, therefore, the state of the debate on basic income is developed further to the extent that it is integrated into welfare-state development processes and current challenges for the "safeguarding of social security". In addition, a social-scientific classification of hitherto visionary guarantee elements of a basic income model is undertaken, linking up with the "silent" change to a socially investing state.

How can we best analyse contemporary welfare state change? And how can we explain and understand the politics of it? This book contributes to these questions both empirically and theoretically by concentrating on one of the least likely cases for welfare state transformation in Europe. It analyzes in detail how and why institutional change has taken Germany’s welfare state from a conservative towards a new work-first regime. Christof Schiller introduces a novel analytical framework to make sense of the politics of welfare state transformation by providing the missing link: the capacity of the core executive over time. Examining the policy making process in labour market policy in the period between 1980 and 2010, he identifies three different policy making episodes and analyses their interaction with developments and changes in such policy areas as pension policy, family policy, labour law, tax policy and social assistance. The book advances existing efforts aimed at conceptualizing and measuring welfare state change by proposing a clear-cut conceptualization of social policy regime change and introduces a comprehensive analysis of the transformation of the welfare-work nexus between 1980 and 2010 in Germany. Though these countries vary significantly in both their federal institutions and labour market policies, they all seek to define a relatively coherent approach for federal and sub-unit governments in a policy field where collaboration and coordination appear unavoidable. In some cases, such as Germany, collaboration is highly developed and policies are ambitious and integrated; in others, such as Switzerland, diversity and decentralization are privileged and policies remain fragmented. Finally, there are countries such as the United States that do not grant much importance to labour market policies. these five federations and so help us understand how political institutions and public policies are inter-related. Federalism and labour market policies certainly influence each other, but there is no simple relationship between them. Comparing different governance and employment strategies is nevertheless very instructive because it shows the range of approaches and policies that are possible in federal countries.

The book traces the political history of the concept of social policy. „Social policy“ originated in Germany in the mid 19th century as a scholarly term that made a career in politics. The term became more prominent only after World War II. Kaufmann, the doyen of the sociology of social policy in Germany, argues that „social policy“ responds to the modern disjunction between “state” and “society” diagnosed by the German philosopher Hegel. Hegel’s disciple Lorenz von Stein saw social policy as a means to pacify the capitalist class conflict. After World War II, social policy expanded in an unprecedented way, changing its character in the process. Social policy turned from class politics into a policy for the whole population, with new concepts – like "social security", "redistribution" and "quality of life" - and new overarching formulas, "social market economy" and "social state" (the German version of “welfare state”). Both formulas have remained indeterminate and contested, indicating the inherent openness of the idea of the “social”.

Our lives increasingly take place in ever more complex and interconnected networks that blur the boundaries we have traditionally used to define our social and political spaces. Accordingly, the policy problems that governments are called upon to deal with have become less clear-cut and far messier. This is particularly the case with climate change, environmental policy, transport, health and ageing - all areas in which the tried-and-tested linear policy solutions are increasingly inadequate or failing. What makes messy policy problems particularly uncomfortable for policy makers is that science and scientific knowledge have themselves become sources of uncertainty and ambiguity. Indeed what is to count as a 'rational solution' is itself now the subject of considerable debate and controversy. This book focuses on the intractable conflict that characterises policy debate about messy issues. The author first develops a framework for analysing these conflicts and then applies the conceptual framework to four very different policy issues: the environment - focussing on climate change - as well as transport, ageing and health. Using evidence from Europe, North America and the Asia-Pacific, the book compares how policy actors construct contending narratives in order to make sense of, and deal with, messy challenges. In the final section the author discusses the implications of the analysis for collective learning and adaptation processes. The aim is to contribute to a more refined understanding of policy-making in the face of uncertainty and, most importantly, to provide practical methods for critical reflection on policy and to point to sustainable adaptation pathways and learning mechanisms for policy formulation.
