This book addresses the issues raised by digital platforms in the Global South, with an emphasis on the cultural stakes involved. It brings together an interdisciplinary team of researchers – including political economists, socio-economists, geographers, media sociologists or anthropologists – who each explore these issues through an insightful case study at a local, national, regional or international scale. While studying the strategies of some of the main US-based Big Tech platforms or video streaming platforms towards the Global South, the chapters also consider the often-neglected active role local or regional actors play in the expansion of those Western digital players, and highlight the existence of a constellation of local or regional platforms that have emerged in Africa, Asia, Latin America or the Middle East. The non-digital labor market does not offer enough employment opportunities for the high number of people who enter the labor market. However, many hurdles are encountered when attempting to seize this opportunity and enable potential digital workers to work in the digital space. This paper aims to promote understanding of issues related to the digital divide, gender digital divide, geographical dispersion of digital work, and adverse digital inclusion. First, the lack of access to ICT is discussed, especially for those living in Sub-Saharan Africa where digital infrastructure is inadequate. It then analyzes the geographic distribution of digital work and examines how this could negatively impact African digital workers and encourage exploitation. In addition, it is discussed that there are also problems with the integration of people into the digital world of work since digital companies benefit from a lack of regulatory framework for digital workers in Sub Saharan Africa and therefore use predatory practices. It is argued that inclusion is not a panacea against poverty as wages for digital workers are particularly low in Sub-Saharan Africa. Both aspects – the digital divide and adverse digital inclusion – are analyzed from a gender perspective. This paper attempts to shed light on inequalities arising from unequal access to digital technology and inequality arising from inclusion in the digital labor market. It ends with a proposal of possible solutions and political implications.

In this edited volume, scholars from Mumbai, Bengaluru, Jakarta, Cape Town, Sao Paulo and other cities of the global South explore the complex relationship between platformization and informality through a different lens. Drawing on extensive theoretical, quantitative and qualitative scholarship, they provide both a useful overview and insights into the lived realities of gig work for platforms covering a range of skills, working conditions, and forms of algorithmic management. Platform work has attracted considerable attention from scholars in the global North, who have tended to view it as a form of casualisation of work that was previously regulated. But what about the global South, where most employment, especially that of women and migrant workers was historically already informal? Beyond a focus on livelihoods, employment, and work, the authors show how labour platforms take on powers that bring about broader impacts, including those affecting identity and personal wellbeing. They also illustrate the impact of platformization on the governance of affected sectors by public agencies, thus affecting political power, and how public data infrastructures contribute to further platformization. The purpose of this pioneering work is to lay bare these interactions to then rebuild our understanding of platformization and its social, political, cultural and economic impacts. Its insights are attentive to gender and ethnic differences, as well as geographical ones.
