"Desde principios de la década de los ochenta la capacidad de crecer de la economía mexicana descendió a niveles de alrededor del dos por ciento. En un contexto en que la economía mundial crecía a una tasa mayor, procesaba tres recesiones globales (1982, 1991 y 2009) y una crisis financiera global (2008-2009), la economía mexicana entró en recesión en 1982-1983, 1986, 1995 y 2009. En el libro se examina esa dinámica macroeconómica en su expresión mundial y nacional pero, a diferencia de otros, aporta elementos para el examen de la dimensión regional del crecimiento y los ciclos en México. Así sustenta teóricamente, formula y aplica nuevos índices de ciclo y una ecuación de ciclo regional para explicar la diversidad de los efectos regionales de las recesiones de 1995, 2001 y 2009; constata que el proceso de divergencia de los ingresos por persona se detuvo en la reciente década; revela la presencia de ciclos políticos en el gasto público ejercido regionalmente, lo que añade el componente político a la explicación de la dinámica regional; profundiza las determinaciones sectorial-regionales del crecimiento económico aplicando la técnica cambio-participación, e incorpora elementos de prospectiva del crecimiento económico nacional y regional. This book argues that urban outcomes are better understood as the result of the interactions between policies from distinct policy domains rather than from any single policy silo. In doing so, the book develops and applies the Policy Interactions Framework to the study of the mobility experience of workers in Greater Mexico City. Four empirical studies provide the reader with a comprehensive view of how urban policies can sometimes interact at cross-purposes to produce inequitable urban outcomes. The chapters analyze time and distance in the journey to work to quantify and map commuting inequalities, assess the shift in the spatial location of the demand for labor between 1999 and 2019, examine the default housing pathways available for workers, and evaluate the spatial distribution of public and common mobility resources. An outcome of applying the Policy Interactions Framework to the study of workers’ mobility is to put forward the choiceless mobility hypothesis: a process by which the interaction between the spatial location of the demand for labor, the housing pathways available for workers, and the political economy of public transport operates to produce geographies of low accessibility to jobs. This title was first published in 2000: Analyzing the poverty trends in Mexico during the 1980s and early 1990s, this work is concerned with the extent to which changes in the levels of poverty have modified the extent of participation in the labour market. The period covered is 1982 to 1994, when the Mexican economy experienced an economic crisis and the government set in motion the main stabilization policies and structural adjustment reforms. The author challenges the idea that adjustment reforms have had "social costs" in terms of income and formal employment loss. Despite income losses, well-being indicators continued to improve; and employment statistics show that employment grew despite the economic crisis and adjustment. The paradox of household income decline and the increase in income poverty is explained.
