Os modernos sans-cullotes pedem mais Estado social com menos custos; em vários Estados, extremistas de todas as cores sentam-se nos parlamentos ou até no Poder. A civilização das liberdades (de expressão, política e religiosa) vai cedendo à intolerância e o politicamente correcto das novas maiorias sobrepõe-se à liberdade, base da democracia. Neste mundo em guerra com o clima e vítima de totalitarismos, a UE apresenta-se como espaço de rule of law e de liberdade económica. E o Tratado de Roma, em dia de Anunciação, sinal da unidade na diversidade e de paz. Com o Brexit joga-se a unidade. Mas o Tribunal de Justiça sublinha «a importância dos valores da liberdade e democracia (...) que formam parte dos alicerces da ordem jurídica da União Europeia», «composta por Estados que livre e voluntariamente se comprometeram com esses valores; e o direito da UE é baseado na premissa fundamental de que cada Estado membro partilha com todos os outros Estados membros, e reconhece que esses Estados membros partilham consigo, esses mesmos valores». É a dimensão jurídica desta união cada vez mais estreita que aqui se apresenta.
