How the legacy of the Civil War—as presented by writers, poets, and artists of the time—has shaped American visions of democracy In Haunted by the Civil War, Shirley Samuels explores the work of Walt Whitman, Emily Dickinson, Herman Melville, Frederick Douglass, Charlotte Perkins Gilman, and others to investigate the long cultural shadow of America’s cataclysmic sundering. Juxtaposing these texts with images—ranging from paintings by Winslow Homer to newspaper and magazine illustrations of political controversies—Samuels argues that the Civil War still haunts our attitudes toward democracy. The recent toppling of Confederate monuments, the continuing protests over racial and sexual discrimination, immigration, and Indigenous land rights: each of these forms part of the war’s legacy. Examining the fraught deliberations about an ideal American democracy in the early republic, Samuels turns to the language of sensation in the poetry of Melville, Dickinson, and Whitman alongside Lincoln’s relation to the poetic and visual culture of his time. She considers the haunted afterlives of war in the work of Louisa May Alcott and Harriet Beecher Stowe as well as in popular nineteenth-century inspirational fiction. And she investigates the literature of men at sea (and on rivers, enabling both connection and escape), as seen in Melville and Mark Twain, while examining women’s wartime work and experience, in writings by Gilman and Frances Harper. Why does the Civil War still haunt us? To find the answer, Samuels identifies not only the ghosts that cannot rest but also the cultural practices that name them.

This edited collection contends that the figure of the child is foundational to the workings of biopolitical power yet remains undertheorized. The study of nineteenth-century biopolitics offers a theoretical framework that promises to increase our understanding of how modern democracies manage their subjects. Recent scholarship has invigorated interrogations into forms of state governance that operate at the level of population, a biological phenomenon defined as a group of individuals linked by racialized fictions of biological commonality. This collection seeks to recognize and position critical childhood studies as essential to these interrogations. The essays theorize the role of representations of children and childhood as tools of biopolitical governance in America in the long nineteenth century. They variously explore how the interrelated and overlapping qualities integral to our understandings of the child and childhood are readily deployed by biopolitical power. The collection is organized into three sections that illustrate how these qualities enable the sorting of human beings into populations targeted for reform, exploitation, and disposal. She examines a range of primary social case studies such as the American Red Cross' lamentable decision to segregate the blood of black and white donors during World War II, and its ramifications for American culture, and more recent examples that reveal the racist nature of criminology, such as the recent trial of O.J. After civil wars end, what can sustain peace in the long-term? In particular, how can outsiders facilitate durable conflict-managing institutions through statebuilding - a process that historically has been the outcome of bloody struggles to establish the state's authority over warlords, traditional authorities, and lawless territories? In this book, Timothy Sisk explores international efforts to help the world’s most fragile post-civil war countries today build viable states that can provide for security and deliver the basic services essential for development. Tracing the historical roots of statebuilding to the present day, he demonstrates how the United Nations, leading powers, and well-meaning donors have engaged in statebuilding as a strategic approach to peacebuilding after war. Their efforts are informed by three key objectives: to enhance security by preventing war recurrence and fostering community and human security; to promote development through state provision of essential services such as water, sanitation, and education; to enhance human rights and democracy, reflecting the liberal international order that reaffirms the principles of democracy and human rights, . Improving governance, alongside the state's ability to integrate social differences and manage conflicts over resources, identity, and national priorities, is essential for long-term peace. Whether the global statebuilding enterprise can succeed in creating a world of peaceful, well-governed, development-focused states is unclear. But the book concludes with a road map toward a better global regime to enable peacebuilding and development-oriented statebuilding into the 21st century.
