Much analysis of state building focusses on dissecting specific projects and attempting to identify what has gone ’wrong’ in states such as Afghanistan and Iraq. What draws less attention is what has gone ’right’ in non-interventionist statebuilding projects within 'unrecognised’ states. By examining this model in more depth a more successful model of statebuilding emerges in which the end goal of modern democracy and good governance are more likely to be realized. Indeed 'states-within-states’ such as Somaliland where external intervention in the statebuilding process is largely absent can provide vital new lessons. Somaliland is a functioning democratic political entity in northwestern Somalia which declared its independence from the troubled south in 1991 and then embarked on an ambitious project to create a democratic government and successful state in the post-conflict environment. The leaders and the people of Somaliland have since succeeded not only in maintaining peace and stability, but also in building the institutions of government and the foundations for democracy that have led to a succession of elections, peaceful transfers of power and a consolidation of democratization. The resulting state of Somaliland is widely hailed as a beacon of success within a politically turbulent region and provides a useful framework for successful statebuilding projects throughout the world.

This volume examines and evaluates the impact of international statebuilding interventions on the political economy of post-conflict countries over the past 20 years. While statebuilding today is typically discussed in the context ofpeacebuilding and ‘stabilisation operations, the current phase of interest in external interventions to (re)build and strengthen governmental institutions can be traced back to thegood governance policies of the International Financial Institutions (IFIs) in the early 1990s. These sought political changes and improvements in the quality of governance in countries that were subject to, or were seeking support under, IFI-designed structural adjustment programmes.The focus of this book is specifically on state-building efforts in conflict-affected countries: countries that are emerging, or have recently emerged, from periods of war and violent conflict. This volume examines international statebuilding in terms of language and meanings, rather than focusing narrowly on current policy practices. After two decades of evolution towards more ‘integrated,’ ‘multi-faceted’ or, simply stated, more intrusive statebuilding and peacebuilding operations, a critical literature has slowly emerged on the economic, social and political impacts of these interventions. Scholars have started to analyse the ‘unintended consequences’ of peacebuilding missions, analysing all aspects of interventions. Central to the book is the understanding that language is both the most important tool for building anything of social significance, and the primary repository of meanings in any social setting. This edited book sets out and engages with some of the key policies, practices and paradigms of external intervention in the case of state support and reconstruction. Many assumptions about statebuilding have been reconsidered in the wake of Iraq, and ongoing problems in other states such as Afghanistan, Bosnia and Kosovo. Rather than being a regional survey or a policy-orientated ‘lessons learned’ book, this collection explores the broader framing of policy goals, statebuilding practices and the consensus on the need for Western states and international institutions to be engaged in this policy area.
