"What are states, and how are they made? Scholars of European history assert that war makes states, just as states make war. This study finds that in China, the challenges of governing produced a trajectory of state-building in which the processes of moral regulation and social control were at least as central to state-making as the exercise of coercive power. State-making is, in China as elsewhere, a profoundly normative and normalizing process. This study maps the complex processes of state-making, moral regulation, and social control during three critical reform periods: the Yongzheng reign (1723-1735), the Guomindang’s Nanjing decade (1927-1937), and the Communist Party’s Socialist Education Campaign (1962-1966). During each period, central authorities introduced--not without resistance--institutional change designed to extend the reach of central control over local political life. The successes and failures of state-building in each case rested largely upon the ability of each regime to construct itself as an autonomous moral agent both separate from and embedded in an imagined political community. Thornton offers a historical reading of the state-making process as a contest between central and local regimes of bureaucratic and discursive practice."

This book argues that a major part of the Chinese government’s road map, formulated in 2017, to modernise China comprehensively by 2049 is the process of social disciplining. It contends that the Chinese state sees that modernisation and modernity encompass not only economic and political–administrative change but are also related to the organisation of society in general and the disciplining of this society and its individuals to create people with “modernised” minds and behaviour; and that, moreover, the Chinese state is aspiring to a modernity with “Chinese characteristics”. The question of modernising by disciplining was extensively dealt with in the twentieth century by leading Western social scientists including Max Weber, Norbert Elias and Michel Foucault, who argued that disciplining, extending from external coercion towards the internalisation of restraints, is indispensable for achieving social order and thereby for “civilisation” –but defined from a European perspective, in relation to developments in Europe. This book therefore not only discusses the Chinese experience of social disciplining, but also, by looking at a non-Western society, identifies universal tendencies of societal change and social disciplining and separates them from particular occurrences.

Probing the relationship between German political economy and everyday fiscal administration, The Disordered Police State focuses on the cameral sciences—a peculiarly German body of knowledge designed to train state officials—and in so doing offers a new vision of science and practice during the seventeenth and eighteenth-centuries. Andre Wakefield shows that the cameral sciences were at once natural, technological, and economic disciplines, but, more important, they also were strategic sciences, designed to procure patronage for their authors and good publicity for the German principalities in which they lived and worked. Cameralism, then, was the public face of the prince's most secret affairs; as such, it was an essentially dishonest enterprise. In an entertaining series of case studies on mining, textiles, forestry, and universities, Wakefield portrays cameralists in their own gritty terms. The result is a revolutionary new understanding about how the sciences created and maintained an image of the well-ordered police state in early modern Germany. In raising doubts about the status of these German sciences of the state, Wakefield ultimately questions many of our accepted narratives about science, culture, and society in early modern Europe.

Martin Nakata's book, Disciplining the Savages: Savaging the Disciplines represents the most focussed and sustained Indigenous critique of anthropological knowledge yet published. It is impressive, rigorous, and sometimes poignant: a must-read for anyone concerned with the troubled interplay of Indigenous issues and academic institutions in Australia today. The book provides an alternative reading for those struggling at the contradictor and, ambiguous intersections of academia and Indigenous experience. In doing so it moves beyond the usual, criticisms of the disciplines which construct the way we have come to know and understand indigenous peoples. Nakata, a Torres Strait Islander academic, casts a critical gaze on the research conducted by the Cambridge Expedition in the late 1890s. Meticulously analysing the linguistic, physiological, psychological and anthropological testing conducted he offers an astute critique of the researchers' methodologies and interpretations.. He uses these insights to reveal the similar workings of recent knowledge production in Torres Strait education. In systematically deconstructing these knowledges, Nakata draws eloquently on both the Torres Strait Islander struggle and his own personal struggle to break free from imposed definitions, and reminds us that such intellectual journeys are highly personal and political. Nakata argues for the recognition of the complexity of the space Indigenous people now live in -- the cultural interface -- and proposes an alternative theoretical standpoint to account for Indigenous experience of this space.
