It is estimated that, worldwide, about 700 large commercial vessels have to be scrapped each year, as they reach the end of their working life. Much of the material they are made from can be recycled, but many ships also contain hazardous materials, such as asbestos, PCBs and waste oils, which need to be disposed of safely. The Committee's report considers how defunct ships are dismantled and why most are currently dismantled in developing countries, mostly in Asia; health and safety protection for workers, and environmental protection standards; the international regulatory framework, including legislation such as the Basel Convention and EC regulations, IMO guidelines and enforcement problems; the principles of responsible ship recycling; the Government's approach to ship recycling and a UK ship recycling industry. Findings include that the Government has an important role to play in ensuring this issue receives sufficient international priority, particularly during the UK's forthcoming EU Presidency and chairmanship of the G8; as well at home in helping persuade UK-based shipowners to arrange for their vessels to be disposed of responsibly. As a first step, it should ensure that all naval and other publicly-owned vessels are dismantled to the highest health, safety and environmental standards.

400 million tonnes of waste is produced in England and Wales from industrial, commercial and household sources, with 375 million tonnes produced in England alone. Following on from its previous report on waste management issues (HCP 385-I, session 2002-03, ISBN 0215010876) published in May 2003, the Committee's report focuses on the progress being made to meet targets for recycling, and the impact of the EU Landfill Directive on reducing the amount of waste sent to landfills, particularly in hazardous waste landfill capacity. Findings include that waste policy has a lower public profile than many other environmental issues, and its development is hindered by a lack of quality data. Concerns are raised about the level of hazardous waste that is unaccounted for, following the ending of co-disposal of hazardous and non-hazardous waste in the same landfill. Government funding for research into new treatment technologies is welcomed, but more investment is needed; and the planning system is a key influence on the country's waste management capacity. The Committee also recommends that the Landfill Tax should be increased to £35 per tonne; and that the introduction of local authority schemes to promote household waste recycling should be left at the discretion of local councils, with variable charging schemes only introduced if this can avoid disadvantaging low-income families.

The year 2005 marks the bicentenary of the Battle of Trafalgar, as well as hosting SeaBritain 2005, a year-long festival of events which explore the UK's rich maritime heritage. The Committee's report examines the implications for the ports and shipping industry of the renewable energy provisions in the Energy Bill (currently going through the House of Commons) which seek to facilitate the development of offshore wind energy. In particular, it examines the potential navigational hazards to shipping posed by badly sited offshore wind farm installations. Amongst the Committee's conclusions, it finds that policy development on off-shore renewable energy zones has shown departmental government at its worst, illustrating the lack of 'joined up government', and that the basic needs of the shipping industry have been ignored. The DTI, as the lead department for this policy, failed to involve other departments (such as the Department for Transport and DEFRA) at an early stage in order to ensure maritime industries and their safety bodies were adequately consulted in the strategic environmental assessments undertaken. As a result, many of the sites chosen for further evaluation as offshore installations may have serious impact on marine operations, in terms of communications and navigational issues. The Committee recommends that the next round of development needs to be better handled with proper consultation of maritime interests, and that commercial confidentiality should not compromise marine safety nor the country's economic interests.

Under current proposals the Maritime & Coastguard Agency plans to close ten of the existing 14 Maritime Rescue Coordination Centres and to leave three that remain open on a 24-hour basis and five that will operate in "daylight" hours only. The Transport Committee found little support for the measures and has no confidence that, under these proposals, the Coastguard will in future be able to respond to emergencies at sea as well as they do now, let alone in a more effective way. The Committee is not convinced by the Government's claim that technology can, at present, replace local knowledge. Serious concerns were raised that the safety of people at sea, on cliffs and beaches will be jeopardised if the proposals proceed in their current form. Ministers must issue revised proposals for further consultation. The Committee also strongly condemns the Government's cost-cutting decision to withdraw funding for the four Emergency Towing Vessels (ETVs) stationed around the UK coast - large tugs that intercept disabled ships to prevent environmental pollution disasters. The Transport Committee also criticises proposals to completely remove government funding for the Maritime Incident Response group (MIRG), a national fire-fighting-at-sea capability. Ministers should instead adopt a slimmed-down MIRG which is more cost-effective than the present arrangement. Lastly, the Committee records its disappointment that Mike Penning MP, Minister for Shipping, instructed regular coastguards not to give oral evidence to the committee on the basis that they were junior civil servants.
