Over the last century, the domains of air, space, and cyberspace have joined the traditional warfighting domains of land and sea. While the doctrine for land operations is relatively mature, the doctrine for space and cyberspace continue to evolve, often in an unstructured manner. This monograph examines the relationships among these domains and how they apply to U.S. Army and joint warfighting. It concentrates on the central question: How are U.S. military operations in the newest domains of space and cyberspace being integrated with operations in the traditional domain of land? This inquiry is divided into three major sections: Existing Doctrine: This section presents an overview of the current state of joint and U.S. Army doctrinal development for each of the domains of land, space, and cyberspace. Operations in Multiple Domains: This section examines the concept of cross-domain synergy and its ability to enhance globally integrated operations. Future Operations. This section explores probable future operating environments as well as the resulting implications for U.S. Army and joint force development. It includes recommendations for policymakers and senior leaders regarding the future development and integration of space and cyberspace doctrine. Anticipated future trends favor the decreased emphasis on traditional large-scale land operations and increased frequency and intensity of conflict in space and cyberspace, perhaps even where these newer domains may become preeminent for a given operation. The joint staff's pursuit of achieving cross-domain synergy in planning and operations offers a credible method to face some of the challenges of the future joint force, but this will likely remain an evolutionary vice revolutionary endeavor. Autonomous weapons can be unleashed into the battlespace and attack any target from above, hitting the weakest point of tanks and armored vehicles. The velocity of war is hyper-fast. Battle shock is the operational, informational, and organizational paralysis induced by the rapid convergence of key disrupters in the battlespace. A critical look into how and why the U.S. military needs to become more adaptable. Every military must prepare for future wars despite not really knowing the shape such wars will ultimately take. As former U.S. Secretary of Defense Robert Gates once noted: "We have a perfect record in predicting the next war. We have never once gotten it right." In the face of such great uncertainty, militaries must be able to adapt rapidly in order to win. Adaptation under Fire identifies the characteristics that make militaries more adaptable, illustrated through historical examples and the recent wars in Iraq and Afghanistan. Authors David Barno and Nora Bensahel argue that militaries facing unknown future conflicts must nevertheless make choices about the type of doctrine that their units will use, the weapons and equipment they will purchase, and the kind of leaders they will select and develop to guide the force to victory. Yet after a war begins, many of these choices will prove flawed in the unpredictable crucible of the battlefield. For a U.S. military facing diverse global threats, its ability to adapt quickly and effectively to those unforeseen circumstances may spell the difference between victory and defeat. Barno and Bensahel start by providing a framework for understanding adaptation and include historical cases of success and failure. Next, they examine U.S. military adaptation during the nation's recent wars, and explain why certain forms of adaptation have proven problematic. This research monograph explores the Army's emerging concept of multi-domain operations and its implications on the mission command approach. The transition to multi-domain operations changes the traditional view of how Army commanders and staffs conduct operations in the physical environment to include simultaneously operations in the information environment within the competition continuum.This monograph will utilize the introduction of the aircraft during World War I as a historical case study for the integration of new domains. The Army has integrated new domains in the past and this example provides the historical context for the challenges involving integration of new domains. An overview and analysis of what multi-domain operations are will provide a baseline understanding of how multi-domain operations are changing not only how we fight but also how the Army must change roles and responsibilities to allow the Joint force to compete across the competition continuum, especially below armed conflict.The transition to multi-domain operations will require new processes. Changes will be required not only to the physical systems employed but also to Joint professional military education, Joint and Army doctrine, and headquarters staff structures as leaders and their staffs will require different skills to operate in this new environment.

This book is comprised of four main sections: Characterization. This section provides the notional foundation necessary to avoid any devolution of the analysis to mere semantic arguments.It presents how cyberspace is defined and characterized for this discussion, as well as how this compares to existing concepts of the traditional domains of land, sea, air, and space. Also, it identifies some of the unique technical challenges that the cyberspace domain may introduce into the process of distinguishing acts of war. Assessment Criteria. This section explores the dejure and the defacto issues involved with assaying cyber incidents to determine if they represent aggression and possible use of force; and, if so, to what degree? It reviews the traditional legal frameworks surrounding military action to include the United Nations (UN) Charter and the Law of Armed Conflict. It also examines how these compare to the recently published Tallinn Manual on the International Law Applicable to Cyber Warfare. From these sources, it proposes a cyberspace incident assessment methodology. Policy Considerations. Having identified viable criteria to aid with the assessment of cyber-space incidents, this section looks at the policy considerations associated with applying such principles. First, it examines the relevant U.S. strategies; next, it investigates the strategies of other key countries and international organizations and how they compare to U.S. tenets; and finally, it evaluates how non state actors may affect U.S. deliberations. Courses of Action. This section examines the influences that course of action development and implementation may have on the assessment of cyberspace incidents. It first looks at the President's role as the primary decision maker in U.S. national matters regarding cyber-space. It then surveys key influences affecting subordinate decision makers and their staffs that may be advising the Commander-in-Chief: reliable situational awareness, global and domestic environment considerations, and options and their related risks and potential consequences. Any reader expecting a perfect solution for this conundrum will be disappointed, as the examination is more about the journey than the destination. In the end, many of the challenges with this issue are common with those of the traditional domains; however, the complex and dynamic character of the cyberspace domain introduces unique vexations for senior policymakers and decision makers. The conclusion of this book includes recommendations that the author hopes will aid in the positive evolution toward a better understanding and mitigation of the fog and friction surrounding the distinction of acts of war in cyberspace.
