This research monograph explores the Army's emerging concept of multi-domain operations and its implications on the mission command approach. The transition to multi-domain operations changes the traditional view of how Army commanders and staffs conduct operations in the physical environment to include simultaneously operations in the information environment within the competition continuum.This monograph will utilize the introduction of the aircraft during World War I as a historical case study for the integration of new domains. The Army has integrated new domains in the past and this example provides the historical context for the challenges involving integration of new domains. An overview and analysis of what multi-domain operations are will provide a baseline understanding of how multi-domain operations are changing not only how we fight but also how the Army must change roles and responsibilities to allow the Joint force to compete across the competition continuum, especially below armed conflict.The transition to multi-domain operations will require new processes. Changes will be required not only to the physical systems employed but also to Joint professional military education, Joint and Army doctrine, and headquarters staff structures as leaders and their staffs will require different skills to operate in this new environment.

Army Doctrine Publication (ADP) 6-0 presents the Army's guidance on command, control, and the mission command warfighting function. This publication concisely describes how commanders, supported by their staffs, combine the art of command and the science of control to understand situations, make decisions, direct action, and accomplish missions. The principal audience for ADP 6-0 is all professionals within the Army. The U.S. Army's TRADOC Pamphlet 525-3-1, The U.S. Army in Multi-Domain Operations, 2028 defines convergence as "rapid and continuous integration of capabilities in all domains, the electromagnetic spectrum, and information environment that optimizes effects to overmatch the enemy through cross-domain synergy and multiple forms of attack all enabled by mission command and disciplined initiative." This study demonstrates that air superiority, maritime superiority, and favorable political constraints are prerequisite military conditions, serving here as criteria for evaluation of the case studies, that enable convergence and allow the U.S. Army to achieve strategic objectives in the land domain during armed conflict. This study analyzes and compares two historical cases, Operation Overlord (1944) and the Korean War (1950-1951). The cases highlight crucial differences in the achievement of convergence in a war with absolute political aims as in the Second World War, and the wars following 1945 dominated by limited political aims and correspondingly limited military means and strong political constraints. The comparison of the two cases highlights the temporal differences associated with achieving air and maritime superiority and the different political constraints associated with each case. The outcome of the study is analytical support for the thesis that air superiority, maritime superiority, and favorable political constraints are prerequisites to convergence in Multi-Domain Operations. This study confirms that historical cases provide powerful antecedents for modern, emerging, or future military concepts and domains.This compilation also includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.This project aims to demonstrate that air superiority, maritime superiority, and favorable political constraints are prerequisite military conditions that enable convergence and allow the U.S. Army to achieve strategic objectives in the land domain during armed conflict. U.S. military doctrine defines air superiority as "that degree of control of the air by one force that permits the conduct of its operations at a given time and place without prohibitive interference from air and missile threats." Similarly, maritime superiority is "that degree of dominance of one force over another that permits the conduct of maritime operations by the former and its related land, maritime, and air forces at a given time and place without prohibitive interference by the opposing force." Doctrine offers similar definitions for cyberspace superiority, space superiority, information superiority, and full-spectrum superiority. However, there is no doctrinal definition that defines either superiority in the land domain or the effects of these additional domains on any form of superiority discussed here. For historical cases, the air, maritime, and land domains include the historical antecedents of the cyber domain, space domain, electromagnetic spectrum, and information environment, which also have the potential to enable convergence. This project defines political constraints as the constraint of ends, ways, and/or means available to the military to achieve strategic objectives as directed by political leaders.

"The Army’s approach to mission command is more than good leadership; it requires sound systems and processes to address the science of control. The intelligence commander is responsible for command and control. Commanders arrange people, processes, and networks into command posts to best facilitate their exercise of authority and direction to accomplish the mission. The commander owns the mission and underwrites risk. With the recent updates to ADP 6-0, the publication of the Army Intelligence Enterprise framework and Army Intelligence Plan 2019, and continued dialogue on mission command, now is the time to evolve intelligence doctrine, adapt leader development to grow future commanders (not just “2s”), and refine our training for the multi-domain environment. Current US Army Intelligence Center of Excellence’s leader development model focuses on building intelligence professionals that supplement the maneuver commander’s operation process, the framework for exercising command and control. Today’s Joint and US Army doctrine outlines the means to support mission command against all threats in MDO but limit discussion on how the intelligence commander conducts mission command for their organization. This research draws upon two qualitative sources to identify foundational principles of effective intelligence mission command: interviews and my experience as the 202nd Military Intelligence Battalion Commander, and a qualitative assessment of leadership and mission command literature, doctrine, and policy documents. Ultimately, this research proposes a useful, flexible model that can be institutionalized across multiple intelligence organizations to replace a personality-driven model. Lastly, this paper offers six recommendations across the institutional, operational, and individual domains to help guide commanders in balancing the art of command and the science of control and ultimately drive intelligence operations."--Abstract.
