This book offers a new model for measuring the success and impact of counterterrorism strategies, using four comparative historical case studies. The effectiveness of counterterrorism measures is hard to assess, especially since the social impact of terrorist attacks is a fundamental and complex issue. This book focuses on the impact of counterterrorist measures by introducing the concept of the performative power of counterterrorism: the extent to which governments mobilize public and political support - thereby sometimes even unwittingly assisting terrorists in creating social drama. The concept is applied to counterterrorism in the Netherlands, Italy, the Federal Republic of Germany and the United States in the 1970s. Based on in-depth case study research using new primary sources and interviews with counterterrorist officials and radicals, a correlation is established between a low level of performative power and a decline of terrorist incidents. This is explored in terms of the link between social drama (as enhanced by counterterrorist measures) and ongoing radicalization processes. This book demonstrates that an increase in visible and intrusive counterterrorist measures does not automatically lead to a more effective form of counterterrorism. In the open democracies of the west, not transforming counterterrorism into a performance of power and repression is at least as important as counterterrorism measures themselves. This book will be of much interest to students of terrorism and counter-terrorism, discourse analysis, media and communication studies, conflict studies and IR/Security Studies in general.

Sempre ho percorso, in quarant’anni di magistratura, la via della giustizia, con tante illusioni e delusioni. L’ho cercata con un faro che ha illuminato il cammino, ma sono ancora qui ad aspettare oltre i limiti del tempo finito. L’idea di giustizia continua a darmi la forza di credere, di non abbandonare quel cammino, nonostante i tanti casi giudiziari irrisolti, in parte evidenziati nel libro che vuole essere, soprattutto per i giovani, l’arcobaleno gettato al di sopra del ruscello precipitoso della lunga serie di ingiustizie che sono state causate dalla corruzione imperante e dai rapporti tra mafia e politica. L’amore per la giustizia e per la Costituzione mi invita ancora a credere che la spada della giustizia, rappresentata nella Favola delle Api di Bernard Mandeville, non continui a colpire solamente i disperati, per dar sicurezza a ricchi e potenti, e che, benché bendata, ma pur sempre famosa per la sua imparzialità, non smarrisca tutti i sensi e non sia, come nel tempo passato, corrotta dall’oro per colpire con la spada, secondo la rappresentazione di Edgar Lee Masters,“ora un bimbo, ora un operaio, ora una donna che tentava di ritirarsi, ora un folle”, mentre l’ingiustizia ride di lei e siede con i pan sui troni dorati.

Impossibile poi è essere saggisti e scrivere delle malefatte dei magistrati e del Potere in generale, che per logica ti perseguitano per farti cessare di scrivere. Devastante è farlo senza essere di sinistra. Quando si parla di veri scrittori ci si ricordi di Dante Alighieri e della fine che fece il primo saggista mondiale. Le vittime, vere o presunte, di soprusi, parlano solo di loro, inascoltati, pretendendo aiuto. Io da vittima non racconto di me e delle mie traversie. Ascoltato e seguito, parlo degli altri, vittime o carnefici, che l’aiuto cercato non lo concederanno mai.

Rappresentare con verità storica, anche scomoda ai potenti di turno, la realtà contemporanea, rapportandola al passato e proiettandola al futuro. Per non reiterare vecchi errori. Perché la massa dimentica o non conosce. Denuncio i difetti e caldeggio i pregi italici. Perché non abbiamo orgoglio e dignità per migliorarci e perché non sappiamo apprezzare, tutelare e promuovere quello che abbiamo ereditato dai nostri avi. Insomma, siamo bravi a farci del male e qualcuno deve pur essere diverso!

In questo saggio l’Autore, avvalendosi della sua lunga esperienza istituzionale maturata nel corso di mezzo secolo – e senza trascurare la vasta letteratura in materia, contesta tale interpretazione e rileva l’assenza di azioni statunitensi ostili all’Italia o intese ad inibire la volontà dell’elettorato italiano democraticamente espressasi sin dalla proclamazione della Repubblica. Tantomeno risulta un ruolo di direzione o sostegno da parte americana nei riguardi di aggregazioni eversive o terroristiche di qualsivoglia matrice operanti in Italia.
