Resilience is often associated with multivalued and multi-faceted strategies, programs, and projects. After approximately 15 years of empirical evidence in the literature, few research questions remain unexplored and unanswered, especially with the recent occurrence of a global pandemic. In this paper, we are assessing whether there are few and consistently relevant elements that determine resilience capacity as well as investigating which shocks are most dramatically reducing resilience. We also investigate which coping strategies are most frequently adopted in the presence of shocks. Our results show that diversification of income sources, education, access to land, livestock, and agricultural inputs, are the main drivers of households’ resilience capacity. Moreover, the most prevailing shocks are found to be natural, health and livelihood-related shocks. In addition to this, we show that reducing the quantity and quality of food consumed, seeking an extra job, selling assets, taking credit, relying on relatives and social networks are the most adopted coping strategies. Finally, we found that coping strategies are able to mitigate the adverse effects of shocks on resilience capacity; however, they are not sufficient to offset their long-term negative consequences. Our conclusion is that adequate investments in resilience are conditional to a) engaging with activities that are broadly consistent across countries and b) fine-tuning the interventions based on context-specificity.

The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.

The analysis of household resilience to food insecurity has become a key technical and evidence-based policy instrument for better tailoring development and humanitarian intervention designs. International development agencies must strengthen the capacity of vulnerable households to anticipate, cope with and adapt to shocks and stressors. Despite the humanitarian and development scope of household resilience strengthening, most resilience academic research and policies focused on protracted crises countries. Moreover, too little attention has been paid to in-depth gender inequality analysis in household resilience to food insecurity, and household food security. This paper aims to (i) analyse the key drivers of household resilience to food insecurity and (ii) assess differences in resilience capacity and food security indexes across male and female-headed households, and identify key drivers of these differentials in national, urban, and rural areas in the Gambia, by using Gambian Integrated Household Surveys on consumption expenditure and poverty-level assessment 2015–2016.

New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Ces indicateurs permettent de mesurer la solidité de la production primaire et des disponibilités alimentaires et l’accès physique et économique à l’alimentation, et peuvent donc aider à évaluer la capacité des systèmes agroalimentaires d’absorber les chocs et les situations de stress, un aspect essentiel de la résilience. On trouvera dans le présent rapport une analyse des vulnérabilités des chaînes d’approvisionnement alimentaire et de la manière dont les ménages ruraux font face aux risques et aux chocs.
