This book provides a comprehensive and interdisciplinary examination of dual language education for Latina/o English language learners (ELLs) in the United States, with a particular focus on the state of Texas and the U.S.-Mexico border. The book is broken into three parts. Part I examines how Latina/o ELLs have been historically underserved in public schools and how this has contributed to numerous educational inequities. Part II examines bilingualism, biliteracy, and dual language education as an effective model for addressing the inequities identified in Part I. Part III examines research on dual language education in a large urban school district, a high-performing elementary school that serves a high proportion of ELLs along the Texas-Mexico border, and best practices for principals and teachers. This volume explores the potential and realities of dual language education from a historical and social justice lens. Chinese dual language immersion (DLI) education experienced unprecedented growth in recent years; hence, it has become critical that Chinese DLI research catches up to inform Chinese DLI teachers and administrators of the most effective ways to teach and run their programs. Bilingual education is usually framed as a tool of antiracism. This book challenges that framing by pointing to the ways that the foundations of modern approaches to bilingual education have their roots deficit perspectives of Latinx communities. It connects these deficit perspectives with a broader shift in discussions of race that framed racial inequities as a product of cultural and linguistic deficiencies of racialized communities as opposed to structural barriers produced by centuries of racist policies. It then examines the ways that Latinx professionals who entered the field of bilingual education were expected to adopt this deficit perspective in ways that served to maintain racial oppression.
