"Essential elements of superior war fighting include tactical planning and battle command. This report reviews research on the human dimension of tactical planning. By aggregating what is known about human styles and capabilities, the Army will be better able to enhance battle command performance. Available research is reviewed and organized into 10 categories. Individual difference research is reviewed that addresses level of expertise, rank, military student populations, and cognitive ability. Findings on the estimate procedures include failure to follow procedures, imprecise procedures, inflexibility of procedures, and excessive time demands. Management of the process covers lack of involvement of staff and commander and poor process management. Information exchange discusses problems in information use, presenting plans to the commander, and communicating interpretations. Battle success relates procedural performance to outcome measures. The other categories address the functions performed in the command and control C2 cycle. " -- Abstract.

The complexIty and tempo of modern operations make this statement even more true today than in the past. However, both the military and the research 2 communities have tended to treat command and control (C ) from a limited per spective. For too long, command and control have been considered as if they were a single concept, with control often dominatmg our study. Indeed, in many 2 cases we have divorced operational C from the military institution itself, resulting in disconnects and inefficiencies. Then, in an attempt to overcome these self-inflicted deficiencies, we have pursued the Holy Grail of technology, hoping that it 2 would solve our C problems. Only now, as we start to realize technology's costs 2 and limitations, are we looking critically at C • This book attempts to take such a look. The contributions that make up this book are the product of a June 1998 NATO (North Atlantic Treaty Organization) workshop called The Human m Command. Far from being purely an academIc exercise, this gathenng brought together milI 2 tary leaders and civilian scientists to discuss C's central pragmatic and conceptual issues-its assumptions, its practices, and its organization. For this project, groups of Army captains were tested in a problem solving exercise called VARWARS. Normally in VARWARS exercises, groups use a naturalistic problem solving process characterized by sequential elaboration and development of possible solutions, rather than a concurrent comparison of options. In the first experiment, an attempt was made to induce some groups to use a concurrent option comparison method. It proved possible to increase the likelihood of groups using the method; however, this did not result in an improvement in solution quality. In the second experiment, groups were induced to use a different method, called Early Decision, in which the groups were compelled to select a single candidate solution much sooner than they normally would. The Early Decision process resulted in a significant and substantial improvement in the quality of solutions, compared with both naturalistic and concurrent comparison methods.
