Military command and control is not merely evolving, it is co-evolving. Technology is creating new opportunities for different types of command and control, and new types of command and control are creating new aspirations for technology. The question is how to manage this process, how to achieve a jointly optimised blend of socio and technical and create the kind of agility and self-synchronisation that modern forms of command and control promise. The answer put forward in this book is to re-visit sociotechnical systems theory. In doing so, the problems of 21st century command and control can be approached from an alternative, multi-disciplinary and above all human-centred perspective. Human factors (HF) is also co-evolving. The traditional conception of the field is to serve as a conduit for knowledge between engineering and psychology yet 21st century command and control presents an altogether different challenge. Viewing military command and control through the lens of sociotechnical theory forces us to confront difficult questions about the non-linear nature of people and technology: technology is changing, from platform centric to network centric; the interaction with that technology is changing, from prescribed to exploratory; and complexity is increasing, from behaviour that is linear to that which is emergent. The various chapters look at this transition and draw out ways in which sociotechnical systems theory can help to understand it. The sociotechnical perspective reveals itself as part of a conceptual toolkit through which military command and control can be transitioned, from notions of bureaucratic, hierarchical ways of operating to the devolved, agile, self-synchronising behaviour promised by modern forms of command and control like Network Enabled Capability (NEC). Sociotechnical system theory brings with it a sixty year legacy of practical application and this real-world grounding in business process re-engineering underlies the entire book. An attempt has been made to bring a set of sometimes abstract (but no less useful) principles down to the level of easy examples, design principles, evaluation criteria and actionable models. All of these are based on an extensive review of the current state of the art, new sociotechnical/NEC studies conducted by the authors, and insights derived from field studies of real-life command and control. Time and again, what emerges is a realisation that the most agile, self-synchronising component of all in command and control settings is the human.

The Army's transformation to Future Combat Systems (FCS) poses an unprecedented alliance of humans and machines, particularly for Command and Control (C). Creating a human-machine alliance that actually improves command and control is a severe challenge in human-system integration for FCS. First, this report selectively identifies four overarching research issues for command and control: Allocation, Autonomy, Authority, and Awareness. Second, two complementary research approaches, mid-scale and small-scale transformation environments, for investigating human-system integration issues are described. An example of a mid-scale transformation environment from the FCS C2 program is provided with selected results from Experiment 1 on human-system integration. The value added by small-scale transformation environments, however, is needed to maintain a human-centric focus and provide two unique roles: a breeding ground for innovation to larger environments, and proving ground for issues from larger environments. An example of an emerging small-scale transformation environment directed at FCS concept exploration and training is provided. The core technical, operational and human performance assets currently available for this small-scale transformation environment are described. The report's intended audience includes any members of the user, researcher, and developer community who might benefit from, or provide benefit to, the Army's ongoing FCS research program."--DTIC.

The AI Commander addresses the largely neglected question of how the fusion of machines into the war machine will affect the human condition of warfare. James Johnson emphasizes the "mind" - both human and machine - and the mechanisms of thought (intelligence, consciousness, emotion, memory, experience, etc.) to consider the effects of AI and autonomy on the human condition of war. The report describes the scope, rationale, organization, and progress of a command systems research program to provide human factors information needed for performance within complex automated information processing systems. Following a survey of military information processing equipment and operations and future plans for command information processing systems, basic human factors problems were identified and organized around five critical operations--screening incoming data, transforming raw data for input into storage devices, input, assimilation of displayed information, and decision making. A research program was formulated and studies undertaken to yield empirical information about the effects on human performance of (1) characteristics of the information presented (density, amount, etc.); (2) dynamic aspects of information (type, extent, coding of updates); (3) display modes and sensory modalities (group vs individual displays, multisensory displays); and (4) computer aids to the decision process. A Command Systems Laboratory was developed to permit simulation of various TOS functions. Findings have suggested the possibility of reduction in storage capacity requirements, number of displays called from storage during a given operational time period, and time required for the total information assimilation-decision process and supported the incorporation and use of information conspicuity coding capabilities in command systems.

"The introduction of advanced technologies into the military, which is known as the "revolution in military affairs," is producing an opportunity for significant changes in the American military's paradigm for command and control. The future battlespace will require commanders to operate more efficiently and at a higher operations tempo, so that commanders will be able to use the advantages of dominant battlespace awareness to enhance what is known as "command-by-intent." But the more likely outcome is a return tocommand-by-direction. A potential consequence of this change is that significant command functions will be made by machines that act, not as an assistant, but as the decision maker and executor -- which is known as the machine commander. However, the current U.S. military doctrine is inconsistent about the admissibility of such an entity, even though technological developments are on the threshold of delivering the components for constructing the first-generation machine commander. Furthermore, the same infrastructure that assists the traditional human commander creates a framework for using a machine commander.
