Accurate early construction cost estimates of projects are important in order for state departments of transportation (DOTs) to effectively fund and manage the overall construction program. When cost estimates at the scoping phase of a project closely match construction costs, available funding is properly allocated within the program. The TRB National Cooperative Highway Research Program's NCHRP Research Report 1025: Contingency Factors to Account for Risk in Early Construction Cost Estimates for Transportation Infrastructure Projects describes a method for developing estimates of contingency factors for common project-related risks that affect construction costs. Supplemental to the report are a downloadable spreadsheet-based tool that can be used to calculate contingency ranges based on project type and a presentation summarizing the project.

Seminar paper from the year 2022 in the subject Business economics - Investment and Finance, grade: 1,5, University of Western Sydney, course: Financial Management of Projects, language: English, abstract: Early cost estimating has often become a major challenge in large projects. Budget overruns occur time and again, which leads regularly to conflicts between investors, project teams, contractors, and other stakeholders. The cause for these are several factors such as inadequate consideration of project risks, insufficient project information and an unclear project scope, or unforeseen project complexities. The following literature review, therefore, observes the risk identification of major construction and infrastructure projects as one of the major reasons for cost overruns. This review aims to deliver an overview of the different approaches to the identification of risks during the early stage of large projects. In this context, however, no rigid definition of the term "major project" has yet emerged. There is no fixed rule when a project is a major project and should be organized likewise. A major project is characterized by the fact that it differs from the client's usual projects in terms of its planning and implementation duration, its complexity, the large number of participants, or its high social significance. In contrast to small and medium-sized construction projects, where routine can be applied, extensive infrastructure and construction projects are often a multitude of different tasks with several interconnections and interfaces. They often require more complicated organizational structures, and accordingly many risk management requirements. Whether a project is considered a major project depends on the specific individual case. In these projects, decision-makers often rely on intuition, judgment, and their personal experiences to conduct risk assessments and cost estimates. Although various risk assessment models have been developed in recent years, the lack of precise and general data to examine risk effects usually leads to inconsistencies and inaccuracies in risk assessment. This often results in significant budget overruns for large construction and infrastructure projects.

Creativity in Product Innovation describes a remarkable new technique for improving the creativity process in product design. Certain "regularities" in product development are identifiable, objectively verifiable and consistent for almost any kind of product. These regularities are described by the authors as Creativity Templates. This book describes the theory and implementation of these templates, showing how they can be used to enhance the creative process and thus enable people to be more productive and focused. Representing the culmination of years of research on the topic of creativity in marketing, the Creativity Templates approach has been recognized as a breakthrough in such journals as Science, Journal of Marketing Research, Management Science, and Technological Forecasting and Social Change.

The accurate determination of operating costs and the knowledge of significant influential factors on these costs are crucial foundations for a holistic assessment of planning alternatives during the life cycle of real estate. The quantitative approach of the research study is based on empirical data of operated buildings in Germany. The study is dedicated to the development, validation, and evaluation of statistical models for an investigation of causal interrelationships between operating costs and a variety of potential influential factors on these costs. The main objective is the provision of essential information, models, and adequate cost indicators for an accurate determination of operating costs for an application in the field of cost planning of real estate. The practical application of the results is demonstrated in detailed implementation examples. The results of the study are directed towards architects, planners, and the real estate management and can serve as the basis for decision making and budgeting.
