Since the global financial crisis of 2008, advanced economies have been making various efforts to overcome the economic impasse. While the contrast between the countries that have escaped from the crisis relatively quickly and those still suffering from serious problems is becoming clearer, a new economic crisis stemming from newly emerging economies has again impacted advanced economies. In retrospect, both leftist and rightist governments in advanced economies pursued expansive macroeconomic and welfare policies from the post-WWII period to the oil shocks of the 1970s. While we recognise that the particular policy regime in this ‘Golden Decades’ during which the left and the right implemented similar policies cross-nationally, were characterised by outstanding economic growth in each country, the specific growth patterns varied across countries. Different social coalitions underpinned different growth models. This book is premised on tentative conclusions that Magara and her research collaborators have reached as a result of three years of study related to our previous project on economic crises and policy regimes. Recognising the need to analyse fluid and unstable situations, we have set up a new research design in which we emphasise political variables—whether political leaders and citizens can overcome the various weaknesses inherent in democracy and escape from an economic crisis by establishing an effective social coalition. A new policy regime can be stable only if it is supported by a sufficiently large coalition of social groups whose most important policy demands are satisfied within the new policy regime.

The European Union (EU) has sought to establish itself as a global environmental leader but was hit by the combined effects of the economic and financial crisis from 2007-8 leading some to question whether the EU could continue to adopt ambitious environmental policy. This volume brings together leading environmental policy scholars to analyse the impacts of the crisis upon environmental policy in the EU and its member states. Authors analyse whether environmental policy has been dismantled, expanded or stayed the same. If policy has been dismantled, the kind of strategy adopted is analysed (active, symbolic, arena-shifting, or dismantling by default), and at what levels change has occurred. The Index of Policy Activity (IPA) is applied systematically across the cases, which combine quantitative with qualitative analysis. Non-European cases are also included to provide a counterpoint for comparison. The book finds that whilst the EU has not actively dismantled environmental policy, its economic policies have had negative effects upon some Member States, prompting policy dismantling. Climate and energy policies have seen some policy expansion but there are examples, most notably the UK, where there has also been active policy dismantling. The main trend is one of stasis - environmental policy in Europe is judged to have plateaued calling into question Europe's much-vaunted environmental leadership. The book contributes to scholarship on environmental policy and public administration, combining empirical and methodological insights to give an up to date perspective on the impact of crisis upon European environmental policy.

Democratic capitalism in developed countries has been facing an unprecedented crisis since 2008. Its political manageability is declining sharply. Both democracy and capitalism now involve crucial risks that are significantly more serious than those observed in earlier periods. The notion of policy regimes has gained new significance in analysing the possibilities for a post-neoliberal alternative. Policy innovations directed towards an economic breakthrough require both political leadership and a new economic theory. The processes of political decision making have become quite distant from the public realm, and a limited number of economic and political elites exert influence on public policy. This book examines, from a policy regime perspective, how developed countries attempt to achieve such a breakthrough at critical junctures triggered by economic crises. It initially assesses the nature of the present crisis and identifies the actors involved. Thereafter, it provides an analytical definition of a crisis, stressing that most crises contain within them the potential to be turned into an opportunity. Finally, it presents a new analytical design in which we can incorporate today’s more globalized and fluid context.

The year 2015 will be a landmark year for international climate change negotiations. Governments have agreed to adopt a universal legal agreement on climate change at the 21st Conference of Parties (COP21) to the United Nations Framework Convention on Climate Change (UNFCCC) in Paris in 2015. The agreement will come into force no later than 2020.This book focuses on the prospects for global agreement, how to encourage compliance with any such agreement and perspectives of key players in the negotiations — the United States, India, China, and the EU. It finds that there is strong commitment to the established UN institutions and processes within which the search for further agreed actions will occur. There are already a myriad of local and regional policies that are helping to reduce greenhouse gas emissions and build mutual confidence. However, the chapters in the book also highlight potential areas of discord. For instance, varying interpretations of the “common but differentiated responsibilities” of developing countries, agreed as part of the UNFCCC, could be a major sticking point for negotiators. When combined with other issues, such as the choice of consumption or production as the basis for mitigation commitments, the appropriate time frame and base date for their measurement and whether level or intensity commitments are to be negotiated, the challenges that need to be overcome are considerable. The authors bring to bear insights from economics, public finance and game theory.

This is the first comprehensive study in the context of EMDEs that covers, in one consistent framework, the evolution and global and domestic drivers of inflation, the role of expectations, exchange rate pass-through and policy implications. In addition, the report analyzes inflation and monetary policy related challenges in LICs. The report documents three major findings: In First, EMDE disinflation over the past four decades was to a significant degree a result of favorable external developments, pointing to the risk of rising EMDE inflation if global inflation were to increase. In particular, the decline in EMDE inflation has been supported by broad-based global disinflation amid rapid international trade and financial integration and the disruption caused by the global financial crisis. While domestic factors continue to be the main drivers of short-term movements in EMDE inflation, the role of global factors has risen by one-half between the 1970s and the 2000s. On average, global shocks, especially oil price swings and global demand shocks have accounted for more than one-quarter of domestic inflation variatio--and more in countries with stronger global linkages and greater reliance on commodity imports. In LICs, global food and energy price shocks accounted for another 12 percent of core inflation variatio--half more than in advanced economies and one-fifth more than in non-LIC EMDEs. Second, inflation expectations continue to be less well-anchored in EMDEs than in advanced economies, although a move to inflation targeting and better fiscal frameworks has helped strengthen monetary policy credibility. Lower monetary policy credibility and exchange rate flexibility have also been associated with higher pass-through of exchange rate shocks into domestic inflation in the event of global shocks, which have accounted for half of EMDE exchange rate variation. Third, in part because of poorly anchored inflation expectations, the transmission of global commodity price shocks to domestic LIC inflation (combined with unintended consequences of other government policies) can have material implications for poverty: the global food price spikes in 2010-11 tipped roughly 8 million people into poverty.
