This study presents a cost-benefit approach to education that attempts to take into account a number of considerations left aside by previous studies. It concentrates on the income effects of education and provides a framework for an economic evaluation. The data derive from private and social rates of return to investment in education, wage employment alternatives for the future, and rates of return to increasing different kinds of expenditures per pupil. While the data from the study apply to the Kenyan case only, the conceptual framework and analytical methods employed in this exercise have wider applicability; it is on these concepts and methods rather than on the particular situation in one country that attention is focused. The study attempts to meet the usual objections raised in applying a cost-benefit approach to expenditure on a social product such as education. In addition to the analysis of the overall rates of return, the study analyzes the influences of educational policy variables, such as size of school, pupil-teacher ratio, teachers' salaries per pupil, on students' scores on the three major examinations. It then assesses the returns, in terms of additional earnings, to increased inputs into the school system.

Outcomes on World Bank education projects are better when the quality of project appraisal is good.Research reported in this paper tests the hypothesis that Bank education projects for which the project appraisal documents are judged quot;goodquot; have a higher probability of leading to successful outcomes than projects for which the appraisals are judged quot;poor.quot;The research draws on project document evaluations carried out between 1993 and 1998.Analysis shows a strong relationship between the quality of cost-benefit and cost-effectiveness analysis and the quality of project outcomes. Economic analysis of projects is a tool for weeding out potentially poor investments and select potentially worthwhile ones. The economic analysis can be used to select among alternative projects or to redesign project components so that they yield more and produce better outcomes.Good practice education projects require good economic analysis - analysis of demand, of the counterfactual private sector supply, of the project's fiscal impact, of lending's fungibility - and strong sector work before project design.This paper - a joint product of the Education Team, Human Development Network, and the Human Development Sector Unit, East Asia and Pacific Region - is part of a larger effort in the Bank to improve the quality of education projects.
