The studies contained in this volume present a sampling of policy and legislation relating to adult learning in various parts of the world. They were produced in the context of a more complete survey, under the auspices of the UNESCO Institute for Education (UIE) in cooperation with the University of Florence, which sought to identify tendencies in this field over the past few years. The international research project, under which these of Paul national studies were made, was developed under the direction Belanger, Director of UIE, and Paolo Federighi, Professor at the University of Florence. An international publication by the two project directors, due to appear at the beginning of 1997, will report on the findings of the project, which involves 26 countries. The contributions presented here reflect a broad geographical spectrum as well as a wide range of policy models. From an analysis of these studies, it is apparent that this is a field in which there has been much innovation and which encompasses markedly varying approaches in response to different national conditions.

In advancing the vision of adult learning articulated at the International Conference on Adult Education (CONFINTEA V) held in Hamburg in 1997, the UNESCO Institute for Education has been conducting studies on the different areas and dimensions of ‘Adult Learning and the Changing World of Work’. One question that has been central to this area is: What constitutes adult learning for those who traditionally secure their survival in the informal economy, as well as for those school leavers and dropouts who are forced to work in this sector? In answering this question, the informal sector or popular economy may be defined in various ways, but there is an increasing recognition that it is a phenomenon that has come to stay and that government policies aimed at economic and social development, including national education and training policies and programmes, should target those who work in this sector. In particular, basic education and continuing education and training are being seen as key to empowering people and as crucial to strategies for reducing poverty. Moreover, there is a growing awareness that education is a human right of fundamental siginificance to promoting decent work and humane living conditions. It is in view of such considerations that UIE and the ILO planned to conduct studies in South Asia (Nepal, Bangladesh, India) to develop an understanding of the quality provision of education and skills development in and for the informal sector.

This paper promotes the adoption of the lifetime learning targets that form part of National Education and Training Targets (NETTS) for Lifetime Learning in the United Kingdom. Section 1 defines NETTs as goals for levels of participation in education and training. Section 2 considers the characteristics and current profile of adult learners. Section 3 identifies challenges to be overcome if there is to be a greater commitment to education and training, if individuals are to undertake more learning, and if current nonparticipants are to be attracted into education and training during adulthood. Employment issues considered include the priority given to training and development, investment in training for older workers, core and peripheral workers, and the self-employed. Issues are identified that affect participation in education and training of significant groups presently underrepresented in programs. The section concludes by identifying structural challenges relating to the provision of education and training: curricular/sectoral boundaries, student support, access to guidance, the qualifications jungle, access to assessment, and appropriately skilled staff. Section 4 describes current initiatives that seek to overcome the educational concerns and other difficulties in expanding learning activity. Section 5 outlines 10 steps for achievement of NETTs. The objectives of this action research programme are to promote international intellectual cooperation in the field of adult literacy education, to support experimental socio-education practices and to disseminate its findings at the international level. Adult learning is increasingly exploring the possibilities afforded through information and communication technologies (ICTs). Interest in a regional and local approach to vocational training and adult education is increasing throughout the member nations of the Council of Europe. This is largely a result of the changing European economic order and the new internationalization of industrial strategies. Particularly needed is a targeted local and regional policy for the creation of activities and jobs that emphasizes training in rural, urban, and industrial areas and that integrates the training of priority groups (youth, women, migrants, the disabled, and the elderly) with local development. Among the necessary conditions for a training policy that is integrated with local and regional development are the following: a close connection between development policy, objectives, and training programs; demarcation of homogeneous geographical areas corresponding to demography and industrial barriers; a strategy for balanced growth conductive to genuine development; coordination between officials engaged in educational work; local and regional programming of training activities based on participation, integration, and coordination; a specific local and regional organization; and local development officers.
