Excerpt from Education in Bavaria In Bavaria, besides the University of Munich, there are two other Universities, the one at W'urzburg and the other at Erlangen. These three Universities are supported by ancient endowments, the incomes from which are supple mented by subsidies from the State. In the year 1883 - 84 the State aid amounted to the number of students in attendance being or about 1 in 678 of the entire population. In Munich, side by side with the University, exists the well known Polytechnic School, for instruction in science in its application to industry. This institution is co-ordi nate with the University, and its teaching overlaps it in many respects. Without having seen one of these institu tions, it is almost impossible to realize their vast extent, the beauty of their construction, the completeness of their arrangements, and the luxury with which they are fitted. The provision of Polytechnic Schools in Germany is, however, greatly in excess of the requirements of the students. This arises from the fact that, When these institutions were first established, Germany was divided into several States, each of which tried to excel the other in the magnificence of its schools, and to attract to itself the largest number of students. In Germany these schools are known by the name of Technical High Schools, the word High School being synonymous with University The annual cost of the maintenance of these establish ments is abouta quarter of a million of money, and the erection and equipment of them has cost certainly not less than three millions sterling. Having recently received an unmistakable warning, that human strength is not inexhaustible, I hasten to complete the book, which will preach my last sermon, unadorned but full of good will to mankind. As I did twenty years ago, I recently went to Europe to inspect schools, especially, to see what the Germans accomplished in their rural schools, and incidentally to find some educational pearls. I do not care to fill the pages of my book with laws dealing with the organization or administration of German schools, for the laws of monarchies necessarily differ from those of a republic; principles and motives under the two kinds of government are dissimilar, hence also their dissimilar laws. Nor shall I fill the book with descriptions and pictures of school buildings, for neither the organization of schools nor their architecture make the schools. Excerpt from The System in German Schools We often hear or read of the German School System, but we must use this term advisedly and not to understand that the schools of the German Empire are under one head or authority. There are twenty - six States in the German Empire, including the free cities of Hamburg, Bremen, and Luebeck, each of which has its own system and is in no way connected officially with any other State. In fact, edu cation ln the German Empire, as in our own country, is left entirely to the individual States, yet the schools throughout the Empire are very much alike and similar in quality. There are several reasons for this. In the first place the courses in the Hoehere Schulen (secondary and College Education), are governed by the requirements of the Universities which are practically the same for the twenty-three Universities of the German Empire. The Classmal Gymnasium was the principal school until in the year 1900 when the King of Prus sia issued a decree admitting the graduates from the Reform Schools to the Universities on equal terms with those of the old Gymnasium. Since that time the growth of the Re fonm Schools, in which there is less emphasis put upon Latin and Greek or in which these subjects are made elective, has been very rapid. There is no question that the best teach ing, the most enthusiastic teachers, and the best equipment are found in the Reform Schools. There is likewise no question that the growth in these schools will increase in the future. The teachers of the Classical Schools fight the Reform Schools and insist that there is an effort made by the teachers in them to Almericanize the German Schools. In spite of this opposition, as in our own land, the people are turning more and more to these schools and are neglecting the study of the Ancient Classics. Excerpt from The Auxiliary Schools of Germany Department of the Interior, Bureau of Education, Washington October 12 1907.Sir: I have the honor to transmit herewith a translation, prepared at my request by Professor Dresslar, of the University of California, of a recent account of the auxiliary schools (Hilfsschulen) of Germany, and to recommend its publication as an issue of the Bulletin of the Bureau of Education. The problem of proper provision for exceptional children, and especially for backward children, in our great city systems of schools, has long been recognized as one of great importance. It has to do not only with the welfare of the children immediately concerned, but with that of all other children in the same schools; for the necessity of devoting extraordinary care and attention to a few backward members of the class not infrequently prevents the teacher from giving due care and attention to the larger number of normally endowed members. For both reasons, our city school authorities within the past few years have devoted much attention to ungraded classes and other special provision for these exceptional children. It is believed that an account of a parallel movement in Germany, where it has had a longer history and has reached a more advanced organization, will be of use to those who are furthering this movement in America. No one will suppose that German experience may be fitted without modification into an American situation. Our people welcome educational suggestions from abroad as they welcome desirable immigrants. They recognize them as capable of naturalization, with something good to offer that we did not have before. In the second or third generation, if not earlier, these newcomers become American through and through. Having a vigorous native stock to begin with, we can exercise such hospitality with all freedom, and in it lies the hope of a great enrichment of our national life. The lectures of Doctor Maennel here presented in free translation, together with his bibliographies, constitute the best account which I have yet seen of this phase of German education, and as such I believe the publication will be widely useful in this country.
