The last quarter of the twentieth century was a very important period in history of education. Beginning with the so-called 'Great Debate', the period witnessed intense public and political interest in educational issues, culminating in an almost unprecedented amount of education-related legislation, the most symbolic of which was the Education Reform Act of 1988. Some scholars have rightly claimed that the education system was 'transformed' during this period, pointing to major changes in the ways in which schools, further education colleges and universities were organised, managed and controlled. Education reformers and policymakers argue that improved students’ learning requires stronger academic standards, stiffer state tests, and accountability for students’ scores. Yet these efforts seem not to be succeeding in many states. The authors of this important book argue that effective state reform depends on conditions which most reforms ignore: coherence in practice as well as policy and opportunities for professional learning. The book draws on a decade’s detailed study of California’s ambitious and controversial program to improve mathematics teaching and learning. Researchers David Cohen and Heather Hill report that state policy influenced teaching and learning when there was consistency among the tests and other policy instruments; when there was consistency among the curricula and other instruments of classroom practice; and when teachers had substantial opportunities to learn the practices proposed by the policy. These conditions were met for a minority of elementary school teachers in California. When the conditions were met for teachers, students had higher scores on state math tests. The book also shows that, for most teachers, the reform ended with consistency in state policy. They did not have access to consistent instruments of classroom practice, nor did they have opportunities to learn the new practices which state policymakers proposed. In these cases, neither teachers nor their students benefited from the state reform. This book offers insights into the ways policy and practice can be linked in successful educational reform and shows why such linkage has been difficult to achieve. It offers useful advice for practitioners and policymakers seeking to improve education, and to analysts seeking to understand it.

This book sets out to describe the personal experiences of a state worker in Missouri as she attempted to implement educational reform programmes in the late 1980's. This was a critical time in America as other states were mandating new regulations to improve the quality of schools. Problems emerged such as lack of resources, bureaucratic red tape, and a dysfunctional administrative structure caused chaos, hampering the ability of the state workers to regulate and administer the new programmes. Some of the superintendents who did not believe in the new programmes resisted by abusing state funds and witholding information so teachers could not participate. This is a timely case study as legislators play a more important role in developing schools and the state will become the responsible agency to implement reform. Madsen's experience verifies the policy implementation literature and cites several new theoretical perspectives on the important role of the state agency in determining the success or failure of mandated reform programmes. The study indicates the need for state agencies to change their perspectives from regulation to service orientation if reform programmes are to succeed in schools.

Education Reform in the American States is a timely evaluation of the accountability movement in American public education, culminating in the No Child Left Behind Act, federal legislation of 2002. The authors treat the current accountability movement, placing it in historical context and addressing the evolution in public education policymaking from the overwhelming emphasis on state and local discretion to increasing federal oversight and mandates related to federal funding. They provide case studies of the educational accountability movements in nine states and analyze the factors and forces which explain progress in achievement levels as measured on standardized tests and the states' prospects for meeting their NCLB targets. The book and the individual case studies acknowledge the merits of NCLB while exposing several significant flaws and unintended harmful consequences of the act, particularly its incentives for states to lower their standards in order to meet annual yearly progress targets and its threat to withdraw federal funds from districts with the highest percentage of disadvantaged students.
