Three joint international seminars on governmental roles in organizing and promoting educational research and development were held as part of a study conducted by the Centre for Educational Research and Innovation (CERI) of the Organisation for Economic Cooperation and Development (OECD). This document contains the proceedings of the third seminar, held in Vienna, Austria, on October 5-7, 1994. It reviews the educational research-and-development policy frameworks of Austria, Germany, and Switzerland, examines major similarities and differences in research and policy cultures, and compares them with the approaches to educational research and development in other member countries. The three countries appear to be coping with fairly similar problems: the dispersion and discontinuity of research effort, unnecessary duplication of research, counterproductive rivalries among institutions, and lack of coherence and of proximity to educational practice. Following the introduction, Torsten Husen reviews the factors for the differences in organization and roles in the three countries. In chapter 3, Karl-Heinz Gruber identifies commonalities and variations among the three countries and questions usage of the term "research-and-development model." Chapters 4-6 present executive summaries of the country case studies by Lorenz Lassnigg, Hans Pechar, Brigitte Steinert, and Armin Gretler. In chapter 7, Ivor Pritchard argues that OECD countries should carefully design and implement an educational research-and-development policy that is coherent and adaptable. Appendices contain the conference agenda and list of participants. (Contains 29 references.) (LMI)

The Office of Educational Research and Improvement (OERI) in the U.S. Department of Education has a mandate for expanding knowledge of teaching and learning and for improving education in this country. This book focuses on how OERI can better fulfill that mission in light of what is known about why prior education reforms have often failed, what is needed to enhance the effectiveness of such efforts, and what education research and development can contribute to better schools. The history, mission, governance, organization, functions, operations, and budgets of OERI are analyzed. Recommendations are made for restructuring OERI, expanding funding, involving scholars from many fields, and engaging teachers and school principals in improvement efforts.

Over the past thirty years, there has been much dialogue, and debate, about the conduct of educational technology research and development. In this brief volume, the author helps clarify that dialogue by theoretically and empirically charting the research methods used in the field and provides much practical information on how to conduct educational technology research. Within this text, readers can expect to find answers to the following questions: (a) What are the methodological factors that need to be taken into consideration when designing and conducting educational technology research? (b) What types of research questions do educational technology researchers tend to ask? (c) How do educational technology researchers tend to conduct research? (d) What approaches do they use? What variables do they examine? What types of measures do they use? How do they report their research? (d) How can the state of educational technology research be improved? In addition to answering the questions above, the author, a research methodologist, provides practical information on how to conduct educational technology research--from formulating research questions, to collecting and analyzing data, to writing up the research reports--in each of the major quantitative and qualitative traditions. Unlike other books of this kind, the author addresses some of research approaches used less commonly in educational technology research, but which, nonetheless, have much potential for creating new insights about educational phenomena--approaches such as single-participant research, quantitative content analysis, ethnography, narrative research, phenomenology, and others. "Multidisciplinary Methods in Educational Technology Research and Development" is an excellent text for educational technology research methods courses, a useful guide for those conducting (or supervising) research, and a rich source of empirical information on the art and science of educational technology research. Key Questions in Educational Technology Methods Choice are appended. (Contains 13 figures and 13 tables.) [This publication was produced by the HAMK University of Applied Sciences.].

First published in 1983. The essays in this book are based on papers presented at a symposium held in March 1976 at the Learning and Development Center (LRDC), University of Pittsburgh. It was planned to serve three purposes: to pay tribute to retiring chairman Ralph W. Tyler, to mark the dedication of LRDC's new buiding and to provide an opportunity for those involved in research and development to reflect further on its implications for school change.
