Childhood is changing in ways that we are still unpacking, affected by digitalization, globalization and climate change, as well as shocks such as the COVID-19 pandemic. In many OECD education systems, child empowerment is increasingly an explicit aim of policies and practices. But it is often poorly defined, which risks turning it into a mere slogan. With the advancement of children’s rights, children are increasingly being included as stakeholders in decision-making processes. This report gives examples of how children in OECD countries can and do participate in making decisions about issues that affect them. The report examines children's emotional well-being and physical activity, and the role of schools as a physical space to create and support relationships. It also underlines the untapped potential of media education when it comes to seizing opportunities in childhood. Empowering all children to make the most of digital opportunities starts with further narrowing the gap in terms of access to digital tools and the Internet, where inequalities are persistent and pervasive. So, what does child empowerment mean today? After a strong recovery from the pandemic, the New Zealand economy has slowed, with higher interest rates weighing on housing construction, and inflation undermining purchasing power and consumption. Monetary policy has tightened significantly since late 2021 and proved efficient at reining in inflation. Better control of government spending is needed to keep fiscal consolidation on track in the short run and restore fiscal space for ageing-related expenditures and the green transition in the long run. New Zealand also faces an investment gap in addressing the needs of a rapidly growing population. Improving competition policies and streamlining the regulatory environment would help revive productivity growth and lift living standards in the long run. As highlighted by the recent OECD PISA study, achievement in school education has declined markedly. Inequality remains high and attendance has dropped. There is an urgent need to improve the curriculum, reform teacher education and strengthen support to teachers and schools to deliver better education outcomes. Adapting to climate change will require maintaining high insurance coverage for climate-related losses as well as changes to land-use planning and a comprehensive long-run energy strategy. Teacher shortages have intensified across several OECD countries, making this an urgent priority for education systems. Between 2015 and 2022, the share of students whose principals reported shortages rose from 29% to 46.7% on average across the OECD. Simultaneously, rapid technological advances, such as artificial intelligence (AI), and broader socio-economic shifts, increase the need to support teachers in delivering quality education in evolving contexts. Addressing both the number of teachers and ensuring they possess the skills to meet new educational needs is essential for student success. This report presents a policy roadmap to help education systems balance the supply and demand for quality teaching in these changing times. Drawing on responses from 33 education systems to the Education Policy Outlook National Survey for Comparative Analysis, as well as additional evidence, the report outlines current challenges and key factors in their interplay. It also explores policy responses to attract, retain, and develop teachers, enhancing their teaching practices and professional learning. In doing so, the report aims to support countries in advancing the goals set by the 2022 OECD Declaration on Building Equitable Societies Through Education. There seems to be renewed interest in having universities and other higher education institutions engage with their communities at the local, national, and international levels. But what is community engagement? Even if this interest is genuine and widespread, there are many different concepts of community service, outreach, and engagement. The wide range of activity encompassed by community engagement suggests that a precise definition of the “community mission” is difficult and organizing and coordinating such activities is a complex task. This edited volume includes 18 chapters that explore conceptual understandings of community engagement and higher education reforms and initiatives intended to foster it. Contributors provide empirical research findings, including several case study examples that respond to the following higher educaiton community engagement issues. What is “the community” and what does it need and expect from higher education institutions? Is community engagement a mission of all types of higher education institutions or should it be the mission of specific institutions such as regional or metropolitan universities, technical universities, community colleges, or indigenous institutions while other institutions such as major research universities should concentrate on national and global research agendas and on educating internationally-competent researchers and professionals? How can a university be global and at the same time locally relevant? Is it, or should it be, left to the institutions to determine the scope and mode of their community engagement, or is a state mandate preferable and feasible? If community engagement or “community service” are mandatory, what are the consequences of not complying with the mandate? How effective are policy mandates and university engagement for regional and local economic development? What are the principal features and relationships of regionally-engaged universities?
