In the conflict between logging as a material resource and preservation the forests are becoming depleted throughout the world and this depletion is aggravated by the effects of air pollution. The concept of utilization is thus now being expanded to include vital societal values. These issues are nowhere more acute than in Central and Eastern Europe, where obsolete, poorly maintained industrial plant is common. Air pollutant levels are so high that one area has been called the Black Triangle. Timber is required in this region as a building material and logging for fuelwood is practised, giving rise to a complex linkage between industry, energy supply, deforestation, agriculture, value-added forestry products and economic development. This book presents current information on national and regional issues relating to environmental threats to forest land, focusing on: ecology, environment and science; forest ownership and management; forest product utilization; government and public agency roles. The recommendations, action items and the human network needed for regional-level implementation are detailed in `situation', `position' and `state of the art' papers. The final objective is to develop a plan of action to help abate the negative impacts while sustaining or expanding the forests, the economy and the energy sufficiency of the region.

This Special Issue of Water, Air and Soil Pollution offers contributions from the th 18 IUFRO workshop on Air Pollution Stress, Forest Responses to the Pollution st Climate of the 21 Century held in Edinburgh, Scotland, from September 21 to 23,1998. The meeting was held under the auspices of IUFRO, Research Group 7.04.00 chaired by Dr Kevin Percy of Canada. A new session structure was adopted to stimulate activity within the six working parties and a brief resume of these is presented at the front of this volume. The two, one-day plenary sessions were devoted to the two important air pollution issues, nitrogen deposition and ozone. Invited papers were augmented by a large and excellent contribution of poster papers. The final day comprised parallel Working Party Sessions with pre arranged speakers to stimulate discussions. Forest decline became a matter of public and scientific concern in France in 1983 when conifers in the Vosges mountains were found to exhibit unusual crown deterioration. An impassioned controversy on a supposedly large scale forest health problem was then in full swing in Central Europe. A co-ordinated research programme entitled DEFORPA ("Deperissement des For~ts et Pollution AtmospMrique") was launched in 1984. This programme ran from 1984 to 1991 and a number of projects are still in progress. The Programme was sponsored by three French ministries (Enviroument, Agriculture and Forestry, Research and Technologyl), several state agencies, various regional authorities and the Commission of the European Communities (DO xn and DG VI). Initially, emphasis was solely laid on the understanding of forest decline in the mountainous areas - because damage was most obvious there - in relation to natural and man-made factors. Air pollution was given high but not overwhelming priority. Thus, the DEFORPA Programme was not in its essence a nation-wide assessment of air pollution effects, unlike a number of national acidification research programmes in Europe and North America. During. the programme, however, the areas of concern expanded. In particular, research into water acidification in the Vosges mountains was developed in parallel with the DEFORPA Programme, and possible eutrophication of the ground flora in northeastern France became the subject of new research.
