Cuando se piensa en la historia de la integración regional como fenómeno de las relaciones internacionales, se suele pensar en mediados del siglo XX, y siempre tomando como referencia el proceso de integración regional de la Unión Europea (UE). Del mismo modo ocurre con el uso del término “acervo”, que usualmente es asociado al vocablo “comunitario”, y por tanto se describe como “acervo comunitario”, al conjunto de normas jurídicas que recogen los principios y objetivos políticos que han desarrollado las instituciones comunitarias de la UE. Toda iniciativa o proyecto de integración regional anterior al siglo XX es considerado como “sueños de unificación” o “anhelos de unidad”. Sin embargo, ambas aseveraciones son incorrectas, por un lado, la historia de la integración regional no nace en el siglo XX, nace en los ciernes de la creación de los Estados-Nación en Europa y de las repúblicas en América, entre los siglos XVII–XX. Por otro lado, la interpretación del término “acervo comunitario”, es sólo una acepción del mismo y desde una perspectiva jurídica, sin considerar en su conjunto la histórica, la política, filosófica y cultural. Acervo proviene del latín acervus que significa el conjunto de bienes morales o culturales acumulados por la tradición. Por tanto, a nuestro entender, las ideas de unificación y los proyectos de unidad, anteriores al siglo XX, deberían de ser considerados parte del acervo de integración de ambas regiones. Este trabajo presenta la teoría que el período de los siglos XVII–XX forma parte de lo que se suele denominar como acervo, por consiguiente, a este período lo denominamos período del “acervo integracionista”, un acervo que es común tanto para Europa como para América, el cual forma parte de otra historia común, aún mayor entre ambos continentes, que es la historia de Occidente.

This book proposes a renewal of 'Open Regionalism' in Latin America and the Caribbean (LAC) aimed at achieving the region's goals of high growth with stability. The LAC region experienced a growth spurt with equity during the first decade of the 21st Century. It is well understood that an unsustainable demand boom fueled by terms-of-trade improvements drove this growth acceleration episode, especially in South America. Unfortunately, terms of trade are no longer fueling growth, and the region’s policymakers are in search of new sources of growth with stability. With the experience of East Asia and the Pacific in mind, many policymakers in LAC are looking to international economic ties as a potential source of stable growth. The challenge highlighted in this book lies in designing an integration agenda comprising trade and factor market integration that is conducive to region-wide efficiency gains, which can help LAC enhance its global competitiveness. The forces of geography imply that pro-growth global integration cannot be achieved without building a strong neighborhood. Thus, this volume argues that LAC's regional economic integration agenda needs to go well beyond the current spaghetti bowl of preferential trading arrangements.

This interdisciplinary edited volume explores the political economy of regionalism in Latin America. It identifies convergent forces which have existed in the region since its very conception and analyses these dynamics in their different historical, geographic and structural contexts. Particular attention is paid to key countries such as Argentina, Brazil and Mexico, as well as subregions like the Southern Cone and Central America. To understand the resilience of regionalism in Latin America, this book proposes to highlight four main issues. Firstly, that resilience is linked to mechanisms of self-enforcement that are part of the accumulation of experiences, institution building and common cultural features described in this book as regionalist acquis. Secondly, the elements and driving forces behind the promotion and expression of the regionalist acquis are influenced and shaped by nested systems in which social processes are inserted. Thirdly, when looking at systems, there is a particular influence by national and global ones, which condition the form and endurance of regional projects.
