El presente libro aborda la formación de líderes; su fundamento es la suposición de que las elites existen, que son relevantes, que funcionan en todos los ámbitos sociales y tienen una influencia medular en sus sucesores, al actuar como mentores de las subsiguientes generaciones de jóvenes líderes. En el presente trabajo se exploran e identifican diversas características del liderazgo en México y, de manera más amplia, se revelan sus atributos en diversos escenarios del tercer mundo, incluyendo algunos fuera del hemisferio occidental. El estudio se enfoca en cuatro puntos interrelacionados: I) establecer la existencia e importancia de la elite del poder en México, describiendo la composición de ese grupo e ilustrando las diferencias entre las generaciones presente y futura; II) identificar el grado y los medios por los cuales las elites del poder se vinculan entre sí y con sus respectivos grupos; III) proporcionar evidencia, por primera vez, de los mentores y su influencia en la formación de los círculos de poder, incluyendo las redes y el reclutamiento; IV) analizar en profundidad las fuentes de socialización en la formación de las ideas y actitudes de la elite, incluyendo la influencia de los mentores en la familia, en la elección de carrera y educación, con un marcado enfoque en la última variable, tanto en México como en el extranjero. Hoy, México está enfrascado en un proceso de transformación democrática que posiblemente modificará, en el primer decenio del siglo XXI, gran parte de las relaciones institucionales que dominaron al país durante la mayor parte del siglo XX. El presente trabajo intenta mostrar cómo el amplio entorno político contribuyó a otorgar características específicas a las elites mexicanas. También intenta aclarar cómo y por qué, en años recientes, las elites han contribuido a modificar patrones sociales bien establecidos.

Today's global economy was largely established by political events and decisions in the 1980s and 90s, when scores of nations opened up their economies to the forces of globalization. In Free Traders, Malcolm Fairbrother argues that politicians' embrace of globalization was much less motivated by public preferences than by the agendas of businesspeople and other elites. Drawing on over one hundred interviews with decision-makers, and analyses of archival materials from Canada, Mexico, and the U.S., Fairbrother tells the story of how each country negotiated and ratified two agreements that substantially opened and integrated their economies: the 1989 Canada-U.S. and trilateral 1994 North American Free Trade Agreement. Contrary to what many commentators believe, these agreements-like free trade elsewhere-were based less on mainstream, neoclassical economics than on the informal, self-serving economic ideas of business. After the revolutionary period of 1910-1920, Mexico developed a number of social protection programs to support workers in public and private sectors and to establish safeguards for the poor and the aged. These included pensions, healthcare, and worker's compensation. The new welfare programs were the product of a complex interrelationship of corporate, labor, and political actors. In this unique dynamic, cross-class coalitions maintained both an authoritarian regime and social protection system for some seventy years, despite the ebb and flow of political and economic tides. By focusing on organized labor, and its powerful role in effecting institutional change, Workers and Welfare chronicles the development and evolution of Mexican social insurance institutions in the twentieth century. Beginning with the antecedents of social insurance and the adoption of pension programs for central government workers in 1925, Dion's analysis shows how the labor movement, up until the 1990s, was instrumental in expanding welfare programs, but has since become largely ineffective. Despite stepped-up efforts, labor has seen the retrenchment of many benefits. Meanwhile, Dion cites the debt crisis, neoliberal reform, and resulting changes in the labor market as all contributing to a rise in poverty. Today, Mexican welfare programs emphasize poverty alleviation, in a marked shift away from social insurance benefits for the working class.
