Venezuela esta viviendo uno de los momentos mas intensos e interesantes de su historia republicana. La base de la organizacion politica, creada hace mas de ciento noventa y cuatro anos, cedio, estrepitosamente, para dar espacio al nacimiento de un nuevo orden juridico. Los caminos que comenzamos a transitar en el pais estan acompanados de un nuevo pacto social y, este, de nuevas reglas y pautas de convivencia, lo cual tiene su inicio con la promulgacion y entrada en vigencia de la Constitucion de la Republica Bolivariana de Venezuela, fruto de un interesante proceso constituyente y de la aprobacion del pueblo soberano en referendo realizado el 15-12-1999. El articulo 86 de la Constitucion de la Republica Bolivariana de Venezuela, al consagrar la seguridad social como servicio publico, al que tiene derecho toda persona, establecio que ... "el Estado tiene la obligacion de asegurar la efectividad de este derecho, creando un sistema de seguridad social ...," el cual " ... sera regulado por una ley organica especial. Esta ley especial ha sido promulgada y esta vigente desde el 30-12-2002, pero el Sistema de Seguridad Social (SSS) no aparece por ninguna parte."

This book carries out a comparative analysis of the power struggles over the post-neoliberal social security reforms in Venezuela and Ecuador. The research breaks down why the social security system reform initiated by Hugo Chávez’ government in Venezuela has come down since its passing in 2002, whereas the social security system reform initiated by Rafael Correa’s government in Ecuador has come along in spite of the obstacles since 2007. All in all, the analysis determined that the struggles over the social security system reforms in both countries remarkably corresponded to each other with regard to their structural conditions, points of contention, and contending actors. In contrast, the analysis established substantial divergences regarding the ways in which the struggles over both reforms came about, due to the divergent development of the struggles for hegemony between government and opposition. These divergences finally brought about the indefinite stagnation of the reform in Venezuela and the advancement of subsequent partial reforms aimed at the universalization of social security in Ecuador.
