Pocas disciplinas pueden mostrar un grado tan intenso de dinamismo como el que ha caracterizado a lo largo de las últimas décadas al Desarrollo Local. En las postrimerías del siglo XX ha dejado de ser una cuestión marginal e incipiente para convertirse en una actividad consolidada institucionalmente y con una amplia inserción profesional. Se ha evidenciado que una de las más eficientes políticas de creación de empleo y mejora del nivel de bienestar de la población consiste en actuar a nivel local. Ante eso, se ha priorizado la parte práctica, diseñando catálogos de estrategias y de recursos asequibles para los profesionales sobre los que recaen las responsabilidades de este tipo de implementación de políticas. Sin embargo, buena parte de los profesionales desconocen los marcos teóricos que sirven de guía para la acción y, en cambio, nada hay más práctico que una buena teoría. En este libro, un grupo de profesores de diferentes universidades españolas ofrece un elenco de esos marcos. Proceden además de diferentes titulaciones y áreas de conocimiento, precisamente, con objeto de abrir, lo máximo posible, ese abanico que permita tanto a profesionales, como a estudiosos, entender e interpretar las prácticas del Desarrollo Local. Ofrecemos esa diversidad a modo de guía para que el elector pueda proceder a recomponer el cuerpo teórico que considere más adecuado. Quizá no exista una teoría verdadera, pero sí puede encontrar algunas más útiles que otras, dependiendo de su particular concepción del Desarrollo Local.

This volume proposes an alternative development paradigm to the existing capitalist extant one, and studies how it is distinctly different from the older system. En Europa, las políticas de inclusión incluyen, fundamentalmente, los programas de ingresos mínimos, activación y orientación social. En España, en su desarrollo, encontramos distintos niveles de la Administración (nacional, autonómica o local), con sistemas de servicios sociales, empleo o vivienda, y actores de naturaleza pública o privada, entre otros. Esta diversidad dibuja un mapa complejo de medir y comparar en el que la inversión y el desarrollo en los territorios no van de la mano del volumen de población excluida. La presente monografía profundiza en la evolución de las políticas de inclusión de cinco comunidades autónomas (Navarra, La Rioja, la Región de Murcia, Castilla y León y Andalucía) tras la crisis económica que comenzó en 2008. El estudio identifica, a lo largo de una década, una primera etapa de inhibición en el desarrollo de estas políticas, coincidente con el aumento de las necesidades, y una segunda de expansión ubicada en los años de recuperación económica. De esto se extraen varias enseñanzas de interés para la década que ahora comienza, marcada de nuevo por una crisis de gran magnitud, y que requerirá reforzar las políticas de inclusión y ampliar su enfoque para lograr, además de paliar las necesidades sociales, prevenir la fractura social.
