In recent decades, Latin American countries have sought to modernize their labor market institutions to remain competitive in the face of increasing globalization. This book evaluates the impact of such neoliberal reforms on labor movements and workers’ rights in the region through comparative analyses of labor politics in Chile, Mexico, Argentina, Brazil, and Venezuela. Using these five key cases, the authors assess the capacity of workers and working-class organizations to advance their demands and bring about a more just distribution of economic gains in an era in which capital has reasserted its power on a global scale. In particular, their findings challenge the purported benefits of labor market flexibility—the freedom of employers to adjust their workforces as needed—which has been touted as a way to reduce income inequality and unemployment. In-depth case studies show how flexibilization as well as privatization, trade liberalization, and economic deregulation have undermined organized labor in all of these countries, leading to the current internal fragmentation of unions and their inability to promote counterreforms or increase collective bargaining. This assessment concludes that even with substantial variation among countries in how reforms have been implemented, most workers in the region have experienced increasing precarity, informal employment, and weaker labor movements. This book provides vital insights into whether these movements have the potential to regain influence and represent working people’s interests effectively in the future.

In this first-ever collection of labor anthropology from around the world, the contributors to Uncertain Times assert that traditional labor unions have been co-opted by neoliberal policies of corporate capital and have become service organizations rather than drivers of social movements. The current structure of labor unions facilitates corporations’ need for a stable labor force while reducing their power to prevent outsourcing, subcontracting, and other methods of undercutting worker security and union power. Through case studies from Switzerland, Israel, Argentina, Mexico, the United States, Greece, Sweden,Turkey, Brazil and Spain, the authors demonstrate that this process of neutering unions has been uneven across time and space. Suele decirse que el analisis de politicas publicas comparadas pretende responder a dos interrogantes: por que paises similares adoptan politicas diferentes y por que paises diferentes en multiples aspectos (politicos, economicos, sociales y culturales) exigen politicas semejantes, para luego reflexionar sobre lo que explica los diferentes resultados. La investigacion que origino el material de este libro se inscribe en la segunda alternativa. Se planteo que habia sucedido con los procesos de reforma llevados a cabo en America Latina durante los anos noventa, que aplicaron supuestamente un conjunto de soluciones similares a realidades nacionales muy diferentes. El libro se compone de un capitulo de presentacion y sintesis, elaborado por los coordinadores, y de tres partes. La primera se orienta a la discusion teorica sobre las relaciones entre la politica y las politicas publicas en general y a los cambios provocados en dicha relacion por la globalizacion. La segunda parte reune trabajos sobre las reformas sociales. Algunos estudios tienen un enfoque regional, otros analizan casos nacionales o encaran programas especificos. La tercera parte se dedica a otras politicas publicas para explorar la forma en que las caracteristicas del sistema politico pudieron contribuir a la gestion y puesta en practica de nuevos programas o, alternativamente, a impedirlo. Los coordinadores, a su vez, prepararon un documento en que se sintetizan los objetivos del proyecto y se presentan los principales hallazgos de las investigaciones realizadas.
