This volume revisits the Nobel Prize-winning economist Kenneth Arrow’s classic 1963 essay “Uncertainty and the Welfare Economics of Medical Care” in light of the many changes in American health care since its publication. Arrow’s groundbreaking piece, reprinted in full here, argued that while medicine was subject to the same models of competition and profit maximization as other industries, concepts of trust and morals also played key roles in understanding medicine as an economic institution and in balancing the asymmetrical relationship between medical providers and their patients. His conclusions about the medical profession’s failures to “insure against uncertainties” helped initiate the reevaluation of insurance as a public and private good. Coming from diverse backgrounds—economics, law, political science, and the health care industry itself—the contributors use Arrow’s article to address a range of present-day health-policy questions. They examine everything from health insurance and technological innovation to the roles of charity, nonprofit institutions, and self-regulation in addressing medical needs. The collection concludes with a new essay by Arrow, in which he reflects on the health care markets of the new millennium. At a time when medical costs continue to rise, the ranks of the uninsured grow, and uncertainty reigns even among those with health insurance, this volume looks back at a seminal work of scholarship to provide critical guidance for the years ahead. In Uncertain Times considers how policymakers react to dramatic developments on the world stage. Few expected the Berlin Wall to come down in November 1989; no one anticipated the devastating attacks on the World Trade Center and the Pentagon in September 2001. American foreign policy had to adjust quickly to an international arena that was completely transformed. Melvyn P. Leffler and Jeffrey W. Legro have assembled an illustrious roster of officials from the George H. W. Bush, Clinton, and George W. Bush administrations—Robert B. Zoellick, Paul Wolfowitz, Eric S. Edelman, Walter B. Slocombe, and Philip Zelikow. These policymakers describe how they went about making strategy for a world fraught with possibility and peril. They offer provocative reinterpretations of the economic strategy advanced by the George H. W. Bush administration, the bureaucratic clashes over policy toward the breakup of the USSR, the creation of the Defense Policy Guidance of 1992, the expansion of NATO, the writing of the National Security Strategy Statement of 2002, and the invasion of Iraq in 2003. A group of eminent scholars address these same topics. Bruce Cumings, John Mueller, Mary Elise Sarotte, Odd Arne Westad, and William C. Wohlforth probe the unstated assumptions, the cultural values, and the psychological makeup of the policymakers. They examine whether opportunities were seized and whether threats were magnified and distorted. They assess whether academicians and independent experts would have done a better job than the policymakers did. Together, policymakers and scholars impel us to rethink how our world has changed and how policy can be improved in the future.

In this paper we seek to answer the question of how the patterns of bilateral trade are altered by rising trade policy uncertainty (TPU). Specifically, we investigate whether geopolitical alignments between country pairs determine how bilateral trade flows react during periods of greater uncertainty. Using a structural gravity framework augmented with a text-based TPU index and a geopolitical distance measure based on UN General Assembly voting records, we find a significant negative effect of the latter when TPU is elevated, indicating a shift to trading among “friends” in uncertain times.

This edited volume, now in its second edition, brings together the some of the most important figures in the evolution of Critical Pedagogy and a number of up-and-coming scholars. Together they provide comprehensive analyses related to the struggles against the triangulation of Neoliberalism, Conservatism, and Nationalism, not just in education but in all of social life, through the democratizing forces of critical pedagogy. Its re-release coincides with the 50th anniversary of the publication of Paulo Freire’s landmark publication, Pedagogy of the Oppressed. The second edition has been updated with a majority of new chapters to address the current political shifts that have hastened erosion of the public sphere and public education today. These critical pedagogues show how neoliberal attacks can be collectively resisted, challenged, and eradicated especially by those of us teaching in schools and universities.

Regulating New Technologies In Uncertain Times written by Leonie Reins and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2019-03-21 with Law categories.
This book deals with questions of democracy and governance relating to new technologies. The deployment and application of new technologies is often accompanied with uncertainty as to their long-term (un)intended impacts. New technologies also raise questions about the limits of the law as the line between harmful and beneficial effects is often difficult to draw. The volume explores overarching concepts on how to regulate new technologies and their implications in a diverse and constantly changing society, as well as the way in which regulation can address differing, and sometimes conflicting, societal objectives, such as public health and the protection of privacy. Contributions focus on a broad range of issues such as Citizen Science, Smart Cities, big data, and health care, but also on the role of market regulation for new technologies. The book will serve as a useful research tool for scholars and practitioners interested in the latest developments in the field of technology regulation. Leonie Reins is Assistant Professor at the Tilburg Institute for Law, Technology, and Society (TILT) in The Netherlands.
